About Us:

The Office of Budget and Management is a cabinet-level agency within the executive branch of the Ohio state government, working directly with the Governor's Office. The director of OBM sits on the Governor's cabinet as the Chief Financial Officer. The mission of OBM is to provide financial management and policy analysis to help ensure the responsible use of state resources. Working hand and hand with the Governors initiatives and policy implementation.

The Central Service Agency (CSA) within OBM provides budgetary, fiscal, payroll and human resources services to 24 state professional licensing boards and other boards and commissions.

The OBM Human Resources Department is an innovative team of professionals sharing ideas and supporting the mission of our agency. We are looking for an individual that understands that Human Resources is here to deliver exceptional customer-focused results while supporting the goal of implementing a diverse and talented workforce and promoting team dynamics.

What You'll Do:

In this position you will serve as a Human Resource Analyst for the Office of Budget and Management (OBM) and Central Service Agency (CSA) Boards and Commissions in the recruitment and selection process while supporting payroll and benefits.

  • Monitors selection process in Ohio Hiring Management System OHMS including posting vacancies, batching and screening applications for minimum qualifications, scheduling interviews and participating in preliminary screening of applicants.
  • Processes Electronic Personnel Action Requests (ePARs) utilizing Ohio Administrative Knowledge System (OAKS).
  • Performs onboarding tasks including employment offers, pre-employment screenings and reference checks.
  • Assists in performing payroll and benefit related activities and serves as agency backup.
  • Prepares Kronos Time and Attendance to prepare for interface for applicable Boards and Commissions.
  • Assists employees with using myOhio.gov self-service and responds to inquiries regarding payroll and benefits.
  • Monitors board member term appointments.
  • Distributes and processes new board member paperwork.
  • Files documents electronically in OnBase document management system.

Teleworking Option

Subject to OBM's teleworking policy and an approved teleworking agreement, this position is eligible to work from a remote location on a hybrid basis.  The selected applicant may be required to complete initial trainings prior to being eligible to telework.  All requests to telework are reviewed on a case-by-case basis and must be approved by OBM's Director of Human Resources and management, subject to the conditions outlined in the agency policy and teleworking agreement.
