Job Description:
Summary/Objective: HR Payroll Specialist will handle the payroll function and support
recruitment duties in East Coast. The incumbent will also partner with all members of the HR Department to provide generalist support in various areas as needed.
Essential Functions:

1. Process USA semi-monthly payroll and special payroll, including bonus and ex-pat payments, including but not limited to: collects payroll changes data and prepare payroll worksheet, input payroll data into payroll system (ADP), run payroll preview, address discrepancies, obtain “OK” from payroll second checker (usually HR Generalist) and approve/submit payroll through ADP, prepare and submit payroll funding request, download and save payroll registers& statistical summary, review and sign employee payroll change report, provide payroll report to CFO
2. Update payroll records, position changes due to promotion/upgrade/transfer/salary adjustments by entering adjustments on pay rates, employee status changes, update PTO policies, etc.; prepare recognition letters for employees; send out announcement about Transfers
3. Onboarding: receive new hire packet, complete check list of new hire paperwork, send bank-wide announcement email, conduct orientation and complete orientation checklist; create new hire profiles in ADP, prorate PTO, etc., send out instruction email to employee for ADP account setup
4. Prepare related new hire documentations (such as payroll record form) for HR Manager/Head of HR’s signature
5. Offboarding: prepare termination letter, email termination package to employee and confirm last pay method (through payroll or live check); terminate employee on ADP upon separation, calculate final pay and unused vacation pay, submit request to Accounting with appropriate supporting documents for live check as needed
6. Manage ad-hoc payroll related matters such as returned check, re-issue check, live checks, payroll memos
7. Audit employee data among different system/platform to ensure accuracy
8. Ensure ADP system settings serve the Bank's and the Department's needs, including setup/confirm payroll schedule for the year, holiday set up for timecard, pay code/deduction code setting, timecard calculation setup, PTO setup, etc.
9. File to agencies timely for taxes and miscellaneous payments, such as SF Health Ordinance, WA unemployment insurance, etc.
10. Update and maintain monthly, quarterly and semi-annual HR Reports; create reports for internal and external use using ADP Workforce Now system.
11. Address employees’ inquiries about company policies, payroll, time and attendance, etc.
12. Assist other HR team members with ad hoc projects, audit requests, procedural reviews & reports.

Physical Demands:
This is largely a sedentary role, requiring use of typical office equipment such as a computer, laptop and cell phone. Most work is completed in an office environment.
Travel Requirements: May be required to occasionally visit other offices in Flushing, Brooklyn or NYC.
Required Education and Experience:
Bachelor's degree (B. A. or B. S.) from four-year college or university. 3 - 5 years of related experience and/or training. Equivalent combination of education and experience. Experience processing payroll via ADP WorkforceNow is a plus.
Language/Communication Skills:
Bilingual – Mandarin: verbal, reading and writing skills highly preferred.
