POSITION TITLE: Executive Director of State &Federal Programs
FLSA: Exempt Certificated Administrator
Reports to: Superintendent
TERMS OF EMPLOYMENT: Twelve-month employment (260 days inclusive of holidays and vacation days). Salary and work calendar to be established by the Board of Education. Benefits according to the Administrator's Agreement.
QUALIFICATIONS:
- A minimum of three years teaching experience
- a master degree in Education
- Washington State Administrator Certification
- Experience with grant writing, implementation, and reporting
- Exhibit collaborative and interpersonal skills.
- Proven leadership skills.
- Effective public speaking and writing skills.
- Possess technology skills and the willingness to expand such skills.
- A knowledge of instructional best practices.
- Possess skills in data collection, analysis, and presentation of data.
Areas of Accountability:
- Maintain and manage grant applications, compliance, and audits. (e.g. Title I, LAP, Highly Capable, CTE, CPR, TBIP, Migrant, Private Grants, etc.)
- Provide leadership and direction to the district's educational programs (e.g. Title I, LAP, Highly Capable, CTE, CPR, TBIP, Migrant, Private Grants, etc.)
- Provide leadership and direction to the school improvement activities of the district.
- Perform all other duties and responsibilities as assigned by the Superintendent.
Essential Job Functions:
- Administers and monitors all aspects of Title I, LAP, Title III/Transitional Bilingual, Highly Capable Programs, CTE, etc., for the purpose of meeting goals of the intended program by following District, State, Federal requirements.
- Assist building principals and administrators in the implementation and evaluation of State and Federal Programs, in addition to coordinating the school improvement process and the instructional activities associated with applicable grants for the purpose of maintaining the district's core purpose and achievement of learning priorities and goals of the program, while complying with state and federal requirements.
- Manages the fiscal responsibilities for State and Federal programs (e.g. budgeting, expenditures, reporting) for the purpose of ensuring that program budgets are developed appropriately, expenditures are within budget and legal restraints as well as applicably documented, staffing is properly distributed and reporting is provided to comply with all legal requirements.
- Collaborates with others (e.g. district administrators, staff, community, agency representatives) for the purpose of implementing and maintaining services and/or programs.
- Compiles data from a wide variety of sources for the purpose of preparing reports, making recommendations: and/or preparing information for assigned administrators and staff.
- Develops long and short-range plans and goals for the purpose of ensuring that State and Federal programs are designed and implemented in a manner that is consistent with the educational needs identified by the district.
- Monitors State and Federal budget and expenditures for the purpose of ensuring that allocations are accurate and expenses are within budget limits and/or fiscal practices are followed.
- Remains current on laws and requirements regarding State and Federal programs, and meets with applicable staff to interpret and implement regulations for the purpose of ensuring state and federal requirements are followed.
- Supports instructional and administrative staff for the purposes of ensuring effective and efficient delivery of State and Federal programs.
- Writes grants and related proposals for the purpose of obtaining funding to support district educational, State and Federal educational needs.
- Proactively identify, write and coordinate grants to support instructional programs, to include grant opportunities outside of conventional public school channels (i.e.- private funding and donations).
- Ensure that program objectives are appropriate and effectively monitored.
OTHER JOB FUNCTIONS
- Serve on committees and provide reports to the Superintendent.
- Attend school Board meetings.
- Attend and participate in all administrative team meetings and all other meetings as requested by the Superintendent.
- Other duties as assigned.
