The City of Peekskill is seeking a full-time Water Treatment Plant Operator I-A. Please see the attached job description for a complete list of duties and responsibilities.

JOB SUMMARY

Under general supervision, and dependent on facility, this is routine but important work involving responsibility during an assigned shift for the efficient operation and maintenance of a Water Treatment Plant with facilities for filtration with

Pre-treatment or a chemical softening process. In accordance with sanitary codes issued by the New York State Department of Health, the IA operator functions as the assistant operator in either a IA or IIA facility, as assigned. The work is performed under the general supervision of the Water & Sewer Superintendent/highest certified operator qualified to be in charge of the operation of the plant. Supervision may be exercised over subordinate employees in the performance of their assigned duties. Does related work as required. Incumbent performs related duties as required.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

  • Supervise/Direct work assignments/projects of Water Treatment Plant Operators-2A engaged in routine operations and maintenance activities;
  • Add chemicals, such as ammonia, chlorine, or lime, to disinfect and deodorize water and other liquids;
  • Collect and test water and sewage samples using test equipment and color analysis standards;
  • Record operational data, personnel attendance, or meter and gauge readings on specified forms;
  • Operate and adjust controls on equipment to purify and clarify water, process or dispose of sewage, and generate power;
  • Inspect equipment or monitor operating conditions, meters, and gauges to determine load requirements and detect malfunctions;
  • Maintain, repair, and lubricate equipment using hand tools and power tools;
  • Clean and maintain tanks, filter beds, and other work areas using hand and power tools;
  • Operates pumps, valves, motors, and related machinery and equipment;
  • Performs maintenance work and makes minor repairs to machinery and equipment;
  • Records readings of meters, gauges, and scales;
  • Regulates and adjusts chlorinates;
  • Cleans filtration equipment and settling basins, if existing;
  • Takes samples of water for testing;
  • Makes necessary tests for control of plant operation;
  • Assists in the instruction of trainees;
  • Supervises the work of laborers and other subordinate employees;
  • Keeps a daily log of plant operations and related records;
  • Performs custodial duties in connection with the maintenance of buildings and grounds;
  • May utilize a computerized SCADA (Supervisory Control and Data Acquisition) system to monitor and operate plants, booster stations, storage, and distribution facilities;
  • Uses computer applications such as spreadsheets, word processing, calendars, e-mail, and database software in performing work assignments.

REQUIRED KNOWLEDGE, SKILLS, ABILITIES AND ATTRIBUTES:

Good knowledge of the practices used and equipment required in the operation and maintenance of a Type A Plant with facilities for the application of filtration with pretreatment or chemical softening devices; working knowledge of the principles and application of physics, chemistry and bacteriology as they relate to water purification; skill in the operation and repair of pumps, valves and related mechanical and electrical equipment; ability to read, understand and record data from gauges, scales, and meters; ability to make routine laboratory tests for water quality; ability to make routine laboratory and field tests for control of plant operation; ability to understand and carry out oral and written instructions; ability to read, write, speak, understand and communicate in English sufficiently to perform the essential functions of the position; ability to effectively use computer applications such as spreadsheets, word processing, calendar, e-mail and database software; mechanical aptitude; alertness and dependability; physical condition commensurate with the duties of the position.

MINIMUM QUALIFICATIONS: (As adopted by the Westchester County Human Resources Department):

Graduation from high school or possession of a high school equivalency diploma and either: (a) possession of a current Grade IA certificate issued by the New York State Department of Health under the provisions of Subpart 5-4 of the New York State Sanitary Code; or (b) successful completion of the Grade I and Grade A courses required under Subpart 5-4 of the New York State Sanitary Code and ten (10) years of operating experience†, one year of which must have been at a IA Water Treatment Plant with facilities for filtration and one year of which must have been at a minimum of a IIA Water Treatment Plant; or (c) a New York State professional engineer's license, or a Bachelor's Degree* in engineering, natural science, or a related field, and two (2) years of operating experience, one of which must have been at a IA Water Treatment Plant with facilities for the filtration and one year of which must have been at a minimum of a IIA Water Treatment Plant; or (d) an Associate’s Degree* in applied science, with at least a one-semester course in Water Treatment Plant operations, and four (4) years of operating experience†, one of which must have been at a IA Water Treatment Plant with facilities for filtration and one year of which must have been at a minimum of a IIA Water Treatment Plant; or (e) an Associate’s Degree* in applied science and six (6) years of operating experience†, one of which must have been at a IA Water Treatment Plant with facilities for filtration and one year of which must have been at a minimum of a IIA Water Treatment Plant.

DEFINITION: As defined in Subpart 5-4.1 of the New York State Sanitary Code, operating experience means the time spent working at a Water Treatment Plant in the satisfactory performance of operational duties or working on a distribution system in the satisfactory performance of operational and maintenance duties. Water plant design experience does not qualify as operating experience.

NOTE: Unless otherwise noted, only experience gained after attaining the minimum education level indicated in the minimum qualifications will be considered in evaluating experience.

*SPECIAL NOTE: Education beyond the secondary level must be from an institution recognized or accredited by the Board of Regents of the New York State Department of Education as a post-secondary, degree-granting institution.

SPECIAL REQUIREMENT

Possession of a current Grade IA certificate issued by the New York State Department of Health under the provisions of Subpart 5-4 of the New York State Sanitary Code at the time of appointment. The appointing authority is responsible for verifying that the certification is renewed every three years throughout employment.

The physical requirements of this position require sufficient physical ability to work in a plant and field setting and operate assigned equipment. continuous walking, balancing, bending, stooping, kneeling, crouching, lifting of objects weighing up to 10 lbs. from below waist level to above shoulder level and transporting for distances up to 100 yards, fine finger dexterity to operate tools and controls, firm grasp to lift and carry objects; frequent sitting, standing, reaching, twisting at waist, upward and downward movement and side-to-side turning of neck, lifting of objects weighing 11-25 lbs. from below waist level to above shoulder level and transporting up to 100 yards; occasional climbing, pushing/pulling, lifting of objects weighing from 26-50 lbs. from below waist level to above shoulder level and transporting for distances up to 10 yards; infrequent crawling, lifting of objects weighing from 51-100 lbs. below and at waist level, with assistance, and transporting for distances up to 10 feet with assistance. May perform yard work, shovel snow, sweep plant areas, and perform general housekeeping/custodial duties.
