JOB DESCRIPTION
JOB TITLE: Executive Director of Finance and Operations
REPORTS TO: Superintendent
UNIT CLASSIFICATION: Administrator
PRIMARY PURPOSE:
Administer the business affairs of the school district in order to provide the best possible educational service with the financial resources available. Directs development of annual and long-range budget; forecasts revenues; prepares regular financial reports, and makes necessary adjustments to the budget.
ESSENTIAL FUNCTIONS:

  1. Supervises the financial affairs of the district, including handling of all funds (General Fund, Capital Projects, Debt Service, ASB, and Transportation Vehicle Fund), accounting and reporting procedures, and long-range planning.
  2. Assumes responsibility for direct supervision of Fiscal Coordinator and oversees the Fiscal Office that includes accounts payable, purchasing, and its processes and procedures. Monitors all vouchers authorizing the expenditures of monies.
  3. Provides for the direct supervision of the Grants Coordinator and oversees the grants management and claiming process.
  4. With the assistance of the fiscal department, is responsible to the superintendent for the preparation of the annual school district budget.
  5. Uses all available data to make accurate enrollment projections for the upcoming budget year.
  6. Provides accounting services, essential to the preparation, administration, supervision, and control of the budget.
  7. Maintains effective district-community relations and interprets the financial concerns of the district to the community.
  8. Consults regularly with the Superintendent and other appropriate district personnel on questions relating to the district's business and financial concerns.
  9. Provides necessary financial data in a timely manner when requested by the superintendent.
  10. Plans and monitors an effective accounting control system.
  11. Prepares cost data for the negotiation process.
  12. Monitors all vouchers authorizing the expenditures of monies.
  13. Provides accounting services, essential to the preparation, administration, supervision, and control of the budget.
  14. Prepare and analyze all financial statements.
  15. Reviews monthly all payroll transactions.
  16. Recommends policy and procedural changes in the areas of cash management and investments.
  17. Insures all school district payments are made in a timely manner.
  18. Manages daily cash flow and oversee the investment and cash receipt functions.
  19. Administers an effective program for accounting of all State and Federal Programs.
  20. Responsible for opening, closing, and monitoring all checking and savings accounts of the district.
  21. Direct all transactions involving the district's levy and valuation changes.
  22. Ability to supervise and maintain district insurance coverage policies.
  23. Ability to assist in the bidding process for various purchases when required and appropriate.
  24. Coordinate the district's annual Federal and State audit activities and functions. Manage the implementation of audit recommendations and/or findings.
  25. Perform other tasks and responsibilities as assigned by the Superintendent.

OTHER FUNCTIONS:
  1. Supervises the transportation, food service, and maintenance/custodial/grounds departments.
  2. Oversees capital projects along with superintendent.
  3. Participates in contract negotiations with employee groups.
  4. Prepares, promotes, and accounts for Levy and Bond campaigns.
  5. Makes major contributions to and participates in the formulation of broad organizational and school district financial directions. Forecasts trends and sets direction for the fiscal department and recommends new or revised standards and policies.

WORKING RELATIONSHIPS:
Reports to the Superintendent. Interacts regularly with various administrators, support staff, and other school employees. Contacts with individuals outside of the district may include but are not limited to: business managers, public officials, school district patrons, and students.
WORKING CONDITIONS:
The daily work is performed in an office setting. The job incumbent is often required to: sit for prolonged periods; be exposed to computer display terminal for prolonged periods; and stand for prolonged periods. The incumbent is sometimes required to: attend evening meetings or activities; deal with distraught, angry, or hostile individuals; and meet externally imposed and inflexible deadlines.
QUALIFICATIONS:
Successful job incumbents will demonstrate a level of the knowledge, skills, and abilities as listed below.
Education and Experience:
Bachelor's degree with educational background in Business/Office Administration and/or Accounting preferred.
Five years of successful work experience in related field and supervisory capacity.
Successful experience in educational institution work and familiarity with Washington Public School Accounting preferable.
Extensive computer background and experience.
Required Knowledge, Skills, and Abilities:
Experience working and communicating effectively with people in a variety of settings.
Principals and practices of accounting, payroll, budgeting, and financial management.
Auditing and fixed asset control procedures.
Principals and practices of management, administration, supervision, and training.
Licenses/Special Requirements:
Meet minimum requirements for working with children in schools including Criminal Justice WSP/FBI fingerprint/background clearance.
Valid Washington State Drivers license or photo identification.
Social Security Card.
