Description
Executive Director of Finance Controller
Salary: $115,510 - $132,837
Classification: Administrative/Exempt
Reports to: Chief Financial Officer
The Executive Director of Finance Controller isresponsible for all aspects of accounting and finance for Olympic College including the general ledger, grants, and fiscal agency accounting (accounts receivable and accounts payable), capital projects accounting, student financials, cashiering, budget, and grants. State and Federal fund compliance, SBCTC accounting coordination, internal controls, financial statements, external audit engagements, banking, and investment management. Providing leadership, management, and direction to complex finance functions and assigned staff. Coach, and mentor staff to develop a culture of excellence, collaboration, learning, service, and equity. Administer the following College functions: general ledger, fund accounting, billing, accounts receivable, student financials, accounts payable, travel, treasury, banking, cashiering, federal and state business functions, reporting, audited financial statements, audit liaison, risk assessment, and other assigned services/operations ensuring functions comply with Washington State law (RCWs), WAC, District policies and procedures, GAAP and GASB.
Essential Functions
  • Provide fiscal oversight for all college funds, including participating in and providing direction for month end and year end activities.
  • Supervise and manage day-to-day operations of the Business Office, to include accounts receivables, accounts payable, cash receipts, student financials, general ledger, etc. Provide consistent, effective supervision of all team members.
  • Serve as primary financial advisor to the Chief Financial Officerconcerning all finance and accounting matters.
  • Serves as working manager for General ledger, Smarter reports, IPEDS, assets, and any other area when needed.
  • Responsible for fiscal management including cash management and investment activity, expenditure control, revenue collection, grants and contracts, collections, student financials module, management and analysis of all funds and account groups and fiscal year-end close processes.
  • Continuously improve processes, procedures, and documentation.
  • Work closely with the Chief Financial Officer, Director of Facilities, and Capital Projects in the development of the biennial capital budget request, and in the management of the capital budget allocations.
  • Interpret State Board for Community and Technical Colleges (SBCTC) and OFM regulations; implement policies and procedures to comply with same.
  • Supervise (train, schedule, evaluate, discipline, and respond to grievances) exempt and classified employees. Adhere to classified contracts, all rules and regulations, ensuring efficient operations.
  • Attend meetings and represent Olympic College on State Board and Councils.
  • Act for the Executive Director of Finance Controlleras directed.
  • Responsible for reporting on appropriations, expenses, and other spending authority provided by State Board for Community and Technical Colleges, Office of Financial Management, and other agencies.
  • Resolve accounting, finance discrepancies, and ensure that reconciliation of federal, state, and local funds are routinely accomplished, including financial aid funds, federal awards, state funds, capital project funds and student accounts.
  • Oversee federal and state disclosure reporting at fiscal year-end close.
  • Responsible for the chart of accounts and account structure including interpreting and communicating standard practices for general ledger and fund accounting activities in ctcLink finance pillar and associated modules.
  • Lead the year end closing processes ensuring compliance with timelines from State board and other state Agencies; including all timelines for business and tax related activities that are due on a monthly, quarterly or calendar year basis.
  • Assists in preparation of the annual budget for operations and capital expenditures; provides tools to faculty and staff for effective budget management.
  • Forecast revenue and expenditures (including salary and benefits) used in deciding the institution-wide budget. Provide direction and guide calculations to assist college staff in budget development.
  • Coordinate with Budget Office and other College departments to prepare monthly, quarterly, and year-end financial reports, and other reports as required, for distribution to the Board of Trustees and the college community.
  • Prepare Annual Financial Statements in compliance with GAAP and GASB including management's discussion and analysis (MD&A) and complete the annual audit.
  • Serves as audit liaison with the State Auditor's Office (SAO) or outside auditor.
  • Provide reports to the SBCTC as requested.
  • Actively serve on and participate in campus committees.
  • Responsible for the integrity, and compliance with GAAP, of financial and other data provided to the State Board for Community and Technical Colleges (SBCTC) and external auditors.
  • Responsible for responding to external requests for financial and accounting information to comply with things like accreditation requirements, annual IPEDS reporting, grant applications, and auditor requests.
  • Budgeting, Accounting and Reporting (BAR) voting member and participates in college and state councils.

Qualifications
Required Education, Experience, and Competencies.
  • Bachelor's Degree from an accredited College or University in Accounting or a closely
  • related field
  • Eight years full-time accounting experience with supervisory responsibility.
  • Experience with use of Generally Accepted Accounting Principles (GAAP), Governmental
  • Accounting and Fund Reporting (GAFR), and Governmental Accounting Standards Board
  • (GASB).
  • Experience developing custom financial statements and reports for management.
  • Experience in implementation of organizational efficiencies and process improvements that
  • deliver measurable results.
  • Intermediate level computer competency, including Microsoft Office applications, including expert level spreadsheets skills.
  • Demonstrated experience working in an integrated enterprise resource planning (ERP) software system.
  • Demonstrated experience analyzing and presenting complex financial and statistical data and recommendations to both executives and groups.
  • Demonstrated ability to recognize and solve accounting and business problems; and to monitor and evaluate fiscal and/or accounting activities.
Preferred/Desired Education, Experience, and Competencies.
  • Master's degree from an accredited College or University in Accounting or closely related field.
  • Experience managing an accounting unit.
  • Experience working with PeopleSoft FSCM module.
  • Experience with Federal and State Grants
  • Project management experience.
  • Certified Public Accountant (CPA) or CPA candidate or CMA
  • Experience in shared governance.

Terms of Employment
This is a Full-time exempt position scheduled to work Monday through Friday. The salary for this position is $115,510 - $132,837 annually, which includes a generous benefits package that includes the following.
