Description
The Bay Area Air Quality Management District (Air District) is a regional government agency, committed to achieving clean air to protect the public's health and the environment. The Air District accomplishes this goal through regulation of industrial facilities and various outreach and incentive programs designed to encourage clean air choices.
The Air District's jurisdiction encompasses all of seven counties - Alameda, Contra Costa, Marin, San Francisco, San Mateo, Santa Clara and Napa, and portions of two others - southwestern Solano and southern Sonoma.
The Air District is currently accepting applications for the position of Emissions Inventory Manager (Air Quality Engineering Manager) in the Assessment, Inventory & Modeling Division (AIM). This is an open recruitment for one (1) full-time, exempt management position.
Definition
Under administrative direction, the position manages the Emissions and Community Exposure Assessment Section in the Division. The manager is responsible for: maintaining a positive work environment within the Section to promote a culture of excellence; developing, evaluating, and reporting estimates of air pollution emissions from both stationary and mobile sources, including air pollutants with direct health impacts and climate-forcing pollutants; with support from others in the Division, developing, evaluating, and reporting modeling-based assessments of community-scale exposure and health impacts from air pollution; interacting with the Board of Directors, Advisory Council, and Air District management and staff on emissions inventories and exposure assessments; and performs related work as assigned.
About the Position
The Assessment, Inventory, and Modeling (AIM) Division prepares comprehensive source emission inventories for the Bay Area and conducts Air Quality modeling at both regional and community scales. AIM prepares technical assessments that evaluate equity in air pollution exposures and health impacts in support of District programs. AIM coordinates and implements programs to improve and report estimates of emissions of criteria pollutants, toxic air contaminants, and climate forcing pollutants. AIM assesses emissions, modeled concentrations, and exposures of toxic air contaminants, particulate matter, ozone and their precursors, to support targeted strategies that reduce impacts of air pollution both regionally and within communities, especially where Assembly Bill (AB) 617 community action plans are being developed and implemented. AIM reviews and provides guidance on environmental health risk assessments within environmental review documents prepared pursuant to California Environmental Quality Act (CEQA).
This Manager position will oversee the Emissions & Community Exposure Assessment Section. The incumbent needs to assume responsibility for leading and managing one or more programs and functional areas within the AIM Division and assisting the Division Director in making decisions regarding program planning, project prioritization, and staff resources allocation. The incumbent will also lead or support collaborative projects across Divisions and provide technical assessment of air pollutant emissions, concentrations, and health risk associated with stationary and mobile sources
Examples of Duties for this Position

Develops and implements goals, objectives, policies, procedures, and work standards for the assigned programs, especially those related to regional and local Emissions Inventory update, emissions reporting for permitted facilities, and community-scale or project-scale impact assessment, to support the Air District's regulation and policy development and implementation.
Directs, organizes, assigns, reviews, and evaluates the work of assigned staff; selects and trains staff to support their professional development.
Directs the preparation, maintenance, verification, and reconciliation of a wide variety of technical memorandum and reports.
Develops, reviews, and recommends improved methods and procedures; directs the team in using appropriate technical analysis approaches and project/task management tools.
Directs the maintenance of and maintains accurate records; prepares clear and concise documentation, correspondence and other written materials.
Coordinates budget preparation, monitoring of expenditures and financial reporting for the assigned programs.
Analyzes technical data and problems; prepares and presents reports and recommendations regarding operational and policy issues to the Board, various committees, and other Air District groups.
Analyzes and reviews local, state, and federal legislation to determine its impact on the Air District.
Responds to requests for public information regarding the Air District's policies, procedures and operations.
Represents the District and assists the Director/Officer as assigned.
Minimum Qualifications
Education and Experience:
A typical way to obtain the knowledge and skills is:
Equivalent to graduation from a four (4) year college or university with major coursework in environmental, chemical, or petroleum engineering or a closely related field; and four (4) years of professional engineering work experience, of which at least two (2) years were at a supervisory level.
Desirable qualifications
  • Solid experience with emissions data management of criteria pollutants, greenhouse gases, and toxic air contaminants, especially for permitted facilities and other stationary sources.
  • Strong experience in using project management, issues tracking, and data analysis tools (e.g., GitHub, SQL Server, and R) to improve Emissions Inventory development, update, and impact assessment work.
  • Strong communication (both verbal and written) and interpersonal skills and ability to work with people of varied backgrounds and perspectives.
  • Solid experience in coaching/mentoring others and promoting collaborative working environment to achieve shared goals and objectives across team members.
  • Experience in dispersion modeling and exposure/health risk assessment is a plus.
