The Economic Development Manager is an experienced-level, professional position operating under the general supervision of the City Manager and Assistant City Manager. Under administrative direction, the position leads, manages, and coordinates the activities and operations of the City's Economic Development projects and programs. Related responsibilities include land acquisitions/dispositions, contract management, and serving as the commercial development liaison and concierge to the Yorba Linda business community.1. Supervises and administers the development, implementation, and review of goals objectives, and priorities for the City's Economic Development efforts and acts as a liaison for the City with a variety of private, public, and community organizations and regulatory agencies.
2. Plans, prepares, implements, and monitors City Economic Development programs and projects, including contract and financial administration. Monitors the development and implementation phases of related contracts.
3. Serves as the primary liaison to the business community, including developers, nonprofits, outside agencies, Chamber of Commerce, retail center associations, and commercial brokers.
4. Coordinates Successor Agency and City land acquisitions, dispositions, and related site assemblage activities.
5. Coordinates the City business retention activities and business outreach program.
6. Oversees and manages the City's contract(s) for commercial broker services.
7. Prepares reports and makes recommendations based on planning, Economic Development, and real estate principles and practices.
8. Manages and monitors budget preparation processes for related programs.
9. Conducts special studies and prepares comprehensive reports on all aspects of assigned programs and activities.
11. Provides professional assistance to City management staff on community-wide issues.
12. Performs other duties as assigned.
1. Knowledge of principles and practices related to community development, Economic Development, real estate, redevelopment, and municipal planning.
2. Knowledge of contract administration and evaluation.
3. Knowledge of applicable federal, state and local laws, codes and regulations.
4. Knowledge of commercial real estate practices, property management, financial proformas and commercial brokerage services.
5. Ability to manage and administer complex development projects and programs.
6. Ability to evaluate and recommend policies and programs.
7. Ability to work independently with minimum supervision.
8. Ability to write comprehensive reports with appropriate recommendations.
9. Ability to serve as a staff liaison on a variety of boards and committees; attend and participate in professional group meetings.
10. Ability to communicate clearly and concisely, both orally and in writing.
11. Ability to deal tactfully with elected officials, the public, and others contacted in the performance of duties.
MINIMUM QUALIFICATIONS
A Bachelor's Degree in Urban Planning, Public Administration, Business Administration, or a related field. Five years of Economic Development, redevelopment, urban planning, and/or public administration experience. A Master's Degree may be substituted for one year of experience or any equivalent combination of education, training, and experience.
PHYSICAL REQUIREMENTS:
Work is performed in an office environment utilizing modern office equipment and technology and may require sitting for prolonged periods of time using a computer. The incumbent stands, walks, and may twist, reach, bend, crouch, and kneel. An incumbent must be able to meet the requirements of the classification and have mobility, vision, hearing, and dexterity levels appropriate to the duties to be performed.
LICENSE REQUIREMENTS:
Valid State of California Operator's License.
