DVR assists individuals with disabilities, including disabilities that are physical, mental or learning, with successfully pursuing their employment goals.The Youth Services and Transition Unit (YSTU) within DVR assists youth and students with disabilities with exploring and entering into career pathways within competitive and integrated employment settings. Through the provision of a variety of services, including Pre-Employment Transition Services, independent living services, assistance with long or short term training, assistive technology, job seeking skills training and job placement/coaching services, youth and students with disabilities are provided with the support and guidance needed to prepare for, enter into and/or advance along a career pathway.The Office of Independent Living Services is a unit within DVR that oversees the State’s contracts with nine nonprofit organizations called Centers for Independent Living (CILs). These state contracts provide state and federal funding to CILs in order for them to provide independent living services to individuals with disabilities of any age and disability in Colorado.DVR, under the Colorado Department of Labor and Employment (CDLE), was recently awarded a Disability Innovation Fund (DIF) grant. This 5-year grant provides Colorado with an opportunity to develop a seamless model of collaborative services to youth with disabilities leading to Competitive Integrated Employment. The model demonstration project proposed will:Provide collaborative opportunities for secondary education, vocational rehabilitation, Centers for Independent Living and local community partners to receive technical assistance and guidance geared towards helping students achieve competitive integrated employment.Expand the availability of and access to vocational services with grant-funded DVR Counselors housed full time in select districts where access to VR services is currently limited, with service delivery provided by local Centers for Independent Living.Provide training directly to family members of students with disabilities in the district or BOCES in partnership with Centers for Independent Living to provide them with vital tools to support students’ successful achievement of Post-School Outcomes.Implement a dynamic website geared specifically towards the employment and post-secondary needs of students with disabilities and their families.The Program Assistant will have a vital role in supporting the Disability Innovation Fund (DIF) grant, a $14.1 million grant over a five-year period until September 2028. This position is essential for helping implement the grant's initiatives, mainly aimed at empowering youth with disabilities in Colorado to achieve Competitive Integrated Employment.Key responsibilities for the Program Assistant include providing essential support in the management of contracts associated with the Disability Innovation Fund grant, ensuring strict adherence to the standards and expectations outlined in the grant narrative and funder specifications. Additionally, the Program Assistant will be responsible for assisting with the oversight of the grant's budget, maintaining compliance with financial guidelines and regulations set by the Rehabilitation Services Administration (RSA), and contributing to the preparation and timely submission of all required monthly, quarterly, and annual reports.The Program Assistant will actively engage with a diverse array of stakeholders, fostering collaboration with both internal and external partners. This collaborative effort involves working closely with DVR staff, secondary education institutions, Centers for Independent Living (CILs), family-led organizations, contractors, and various community organizations. These partnerships will be instrumental in aligning the grant's objectives with project implementation and interventions, thereby ensuring the successful realization of the grant's goals.Additionally, the Program Assistant will assist in coordinating and participating in the Planning and Advisory Team meetings, actively contributing to the alignment of team activities and objectives with the overarching mission of the grant. This role will play a vital part in enhancing vocational services for youth with disabilities, ultimately leading to competitive integrated employment opportunities, and upholding full compliance with all stipulations and regulations associated with the grant program. MINIMUM QUALIFICATIONS, SUBSTITUTIONS, CONDITIONS OF EMPLOYMENT & APPEAL RIGHTSSubstitutions:Additional appropriate education will substitute for the required experience on a year-for-year basis.Education and Experience:Five years of professional experience in an occupational field related to the work assigned to the positionMinimum Qualifications:Skill in supporting budget management, including tracking expenses and ensuring financial compliance in collaboration with the Grant Manager and Project Directors.Proficiency in maintaining organized and accessible records, documents, and data relevant to grant activities.Proficiency in providing administrative support to help coordinate and manage grant projects, ensuring smooth operations.Expertise in effectively utilizing a range of software applications, including Google Workspace apps such as Docs, Sheets and Slides, Microsoft Office Suite, virtual meeting platforms such as Zoom and Google Meet.
