About Colorado Energy & Carbon Management Commission (ECMC):
The mission of the Colorado Energy & Carbon Management Commission (ECMC) is to regulate the development and production of oil and gas, deep geothermal resources, the capture and sequestration of carbon, and the underground storage of natural gas in a manner that protects public health, safety, welfare, the environment and wildlife resources.
The Hearings Unit is responsible for all matters related to hearings before the Energy and Carbon Management Commission (Commission or ECMC), which includes intake, analysis, and processing of applications for Commission orders, adjudications, and rulemakings. The Hearings Unit reviews all hearing applications for compliance with applicable procedural and substantive requirements of the Colorado Oil and Gas Conservation Act, C.R.S. §§ 34-60-101 et seq. (Act), Commission Rules, and the Colorado Administrative Procedure Act (APA), and makes recommendations to the Commission on all applications for orders, whether contested or uncontested.

Position Summary: This position provides technical and administrative support to the Commission, Hearings Manager, Hearings Assistant II, and Legal Assistant as needed, to organize and run hearings and efficiently execute Hearings Unit processes. This position responds to inquiries from staff, oil and gas operators, attorneys, mineral owners, surface owners, and citizens regarding interpretation of ECMC rules, regulations, orders, policies and procedures related to Commission hearings. In addition, the Hearings Assistant develops and maintains procedures to process and catalogs all hearing-related documents, to correctly scan and index all hearing-related documents, and to accurately post all hearing-related documents to the ECMC website.


Hearings Administration & Recordkeeping:Assist in running ECMC hearings, executive sessions, and other virtual hearings. Primary daily coordination duties include:
  • Provide support to members of the Commission and Hearings Unit in planning and organizing Commission hearings.

  • Implement website edits, additions and updates and provide organizational information and recommendations to the Hearings Manager.

  • Comply will all Colorado accessibility standards in all work products.

  • Draft, revise, and post minutes for weekly ECMC hearings.
  • Work with the Commission, public, and other ECMC units to address hearings process questions and provide requested information.
  • Verify accuracy and accessibility of older Commission documents uploaded from paper copies.
  • Conduct special projects for the Hearings Manager as is necessary
Electronic Filing (eFilings) System Assistant:This position will record and track issues that arise and how they are addressed, whether by OIT or by a member of the Hearings Unit to further develop user instructions. Other duties include:
  • Troubleshoot issues within the system and act as technical support for end users
  • Upload information into the eFiling system and transfer information to the ECMC website in preparation for hearings.
  • Effectively access and administer the eFiling system from all three user ends (OnBase, EAC, and PAV) in order to adequately test eFiling updates, respond to and address issues for users, and determine which user end is best for the activity needed.

Meeting Logistics and Management:
  • Plan, coordinate logistics, and host in-person, hybrid and virtual stakeholder meetings and/or events.

  • Communicate details of meetings and events to stakeholders and staff.

  • Determines the most cost-effective manner in which to hold on-site, hybrid, and off-site public meetings.
  • Determines various elements of meetings including which virtual platform and features to use, if food and beverage should be provided, if security is needed, etc..
General Hearings Unit Support & Customer Service:
  • Provide technical and administrative support to the Hearings Manager and Unit
    • Assist in drafting notices of hearing, reviewing filings and draft orders, and transferring appropriate documents from eFiling to Commission portfolio.

    • Review and synchronize guidance and handbooks for accuracy and consistency with Rules.

    • Review and synchronize Internal and external-facing hearing agendas.

    • Assist unrepresented individuals in navigating pre-hearing docket procedures.

    • Assist with publication of notices of hearing in compliance with the Act and Rules.

  • Look for potential inconsistencies or problems in hearings procedures and discuss or develop potential solutions.
  • Assist members of the public with questions or technical issues.

Minimum Qualifications:
Four years of experience in an occupational field related to the work assigned to the position.
Substitutions: Additional appropriate education will substitute for the required experience on a year-for-year basis.

Preferred Qualifications:
  • Current or former State experience relevant to this position.
  • Demonstrated experience researching, analyzing, and interpreting the law (State and Federal), constitutions, statutes, rules, conceptual models, professional standards, and legal precedents in order to determine their relationship to the question or policy at issue.
  • Excellent analytical and organizational skill as well as the ability to operate in a politically sensitive environment;
  • Working with general public, professional, consultants, and staff, with sensitivity to their needs, priorities and commitments;
  • knowledge of ECMC rules, and State Fiscal Rules and procurement procedures.
  • Windows applications such as PowerPoint, Excel, Google Office Apps.
  • Experience using and troubleshooting electronic filing systems or data management systems.

Conditions of Employment:

  • Colorado residency is required at the time of application.

  • Travel within area of responsibility throughout the State and to and from Denver
  • Must possess and maintain a valid Colorado's driver's license.
  • Able to travel with occasional overnight stays within Colorado.
  • This position may work independently from an office at home.
