JOB SUMMARY
Support the Behavioral Health Director in the development and supervision of the Department of Behavioral Health programs and contracts. Provide vision and leadership for the entire department while performing high-level management of assigned program areas and staff. Ensure internal and external collaboration to maximize efficiencies. Build and maintain strong relationships with a wide array of people. Represent the Behavioral Health Department within the program and in community settings to ensure the vision of the Director is accomplished in an efficient professional manner.
Essential Duties
ESSENTIAL JOB FUNCTIONS

Performs the necessary maintenance, modification, and upkeep on all relevant data sets, databases, and dashboards.
- Advise the Director concerning planning issues and opportunities that relate to and impact the operations of the agency.
- Assist in the development of department documents including program procedures, budget, operations manual, performance measures, etc.
- Assist in developing policies and procedures to enhance customer service and align with the department's goals. Collaborate with staff to inspect and ensure quality standards in service delivery.
- Hire, train, supervise, and evaluate the performance of administrative staff. Oversee the daily operations of the department's administrative and clinical teams. Act as the liaison between the Behavioral Health Department and other departments, such as I.T. HR, and Finance.
- Assists and advises subordinates, as necessary, resolving problems and non-routine situations.
- Consciously creates a workplace culture consistent with the vision and mission of Mesa County Behavioral Health.
- Administer and manage the department's finances and budget as directed by the Department Director. This includes preparing annual budgets, overseeing payroll, accounts payable and receivable, and managing contract and project management systems. Provide regular financial reports to the Board of Commissioners, County Finance Department, and other stakeholders.
- Assist in developing policies and procedures to enhance customer service and align with the department's goals. Collaborate with staff to inspect and ensure quality standards in service delivery
- Fill the responsibilities of the Director in his/her absence.
- Oral and written communications must be clear and effective.
- Performs other related duties as assigned.
Minimum Requirements
MINIMUM QUALIFICATIONS REQUIRED
Education and Experience
- Bachelor's degree in a related field or equivalent experience/training
- Master's degree preferred
- 3+ years of related experience
- Any combination of education, training, and experience that provides the knowledge, skills, and abilities required for the job.
Licenses, Certifications and Registrations:
- A valid Colorado driver's license with a responsible driving record.

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT:
This position requires standing, stooping, sitting, bending, twisting, and lifting up to 35 pounds. Work is generally confined to a standard office environment.
