What We Offer
The City and County of Denver offers a competitive salary commensurate with education and experience. The salary range for this position is $128,556.00- $218,543.00. Our starting salary range is $128,556.00 - $173,551.00/year, based on experience and education. We also offer generous benefits for full-time employees which include but are not limited to:

Location
The City and County of Denver supports a hybrid workplace model. Employees work where needed, at a job site several days a week and off-site as needed. Employees must work within the state of Colorado on their off-site days.
In this position you can expect to work on site at least three days a week at the Wellington Webb Building at 201 W Colfax Ave, Denver, CO 80202.
What You’ll Do
The City and County of Denver utilizes a hybrid model workplace that balances the responsibilities of public service with the benefits of a flexible work environment. Employees work where needed, at a city site and/or in the field several days a week and telecommute at a designated workplace within the State of Colorado the remaining days.
In this position you can expect to work on site at Wellington Webb Municipal Building, 201 W Colfax Ave, Denver, CO 80202.
At the Department of Housing Stability, we are committed to support Denver residents as healthy, housed and connected. We invest resources, create policy, and partner with various organizations to help keep residents in the homes that they already live in, quickly resolve an experience of homelessness, and connect residents to new housing opportunities. To support these efforts, the department helps to:
  • Stabilize residents at risk of involuntary displacement and connect residents to housing resources such as home repairs, rent and utility assistance, and legal support.
  • Support residents experiencing a crisis and connect them to housing, Shelter and other services to get stabilized quickly.
  • Create and preserve existing affordable housing and connect residents at any income level to new housing opportunities through programs such as down-payment assistance or counseling services.
  • Support financial services, contracting and procurement, data analysis and strategic planning, administrative resources, and communications across the housing continuum.
Specifically, as the Deputy Director of Shelter and Stability you will:
  • Help plan a continuum of service strategies leading to permanent outcomes from homelessness for city-funded shelters and programs outside of the All In Mile High sites. Additionally, this position will oversee the city’s investments in prevention, diversion, and legal aid. This requires the engagement of and coordination with many internal and external partners, on both a local and regional level.
  • For the programs under this position’s purvey, determine both the metrics that define performance, and the gaps that exist at individual program levels, as well as collective impact of the services provided across homeless service systems. Implement process improvement for programs to maximize housing outcomes for those individuals served
  • Demonstrate strong knowledge and experience of issues faced by individuals experiencing homelessness and housing instability as well as the systems that support them and address the issues
  • Lead, manage, and direct staff and resources in development, programs/policies, finance, compliance, and reporting related to homelessness and housing stability within the portfolio. Represent the Department of Housing Stability at external events/engagements
  • Proactively lead and empower employees within the department; communicating expectations clearly and consistently, while also providing coaching, guidance, and mentorship
  • Coordinate with executive management at city agencies involved in outreach, sheltering, rehousing, and programmatic and service supports to stabilize residents at risk of experiencing homelessness
  • Assist our communications team with timely and thorough public-facing communication, outreach, and stakeholder engagement, including helping respond to inquiries directed to either the Mayor's or City Council's Offices; media inquiries; and various community forums. This includes individual/interpersonal, interagency, local, neighborhood, regional, and inter-city/national communication. You will occasionally be called upon to serve as the substitute representative for homelessness service-related invitations made to the Mayor that do not align with the Mayor's availability
  • Provide support on Housing Stability and Homelessness issues within the City, State and Federal levels

  • 5+ of years leading and managing a cross-functional team in a large organization
  • Experience partnering with wide variety of internal and external stakeholders
  • Experience developing and executing action plans, managing and reporting on data, and budget oversight
  • Experience with public and media relations
  • Strong project management experience
  • Proven experience in program management, coaching, or a related field. Strong leadership and team management skills
  • Strong written and verbal communication skills, providing public service for diverse communities
  • Ability to analyze data and use insights for program improvement
  • Proficiency in Microsoft Office Suite, Workday, or other data management systems
Required Minimum Qualifications
  • Education requirement: Bachelor's Degree in a related field based on a specific position(s).
  • Experience Requirement: Three (3) years of management level work experience which must have included managing subordinate supervisors. One (1) year of management experience must include budget and fiscal oversight responsibility, evaluation of business processes, and policy and decision-making experience with planning and organizing multiple programs, projects, operations or functions.
  • Education/Experience Equivalency: Two (2) years of the appropriate type and level of experience may be substituted for each required year of post-high school education. Additional appropriate education may be substituted for the minimum experience requirements.
