Job Description
Position Summary:
The Deputy Director reports to and partners closely with the Executive Director to achieve the Space ISAC’s mission and vision. The Deputy Director demonstrates a passion for the mission of the organization, dedication to the customers we serve and enables excellent member and partner relations and supports the Executive Director in identifying business opportunities. The Deputy Director focuses of continual process and operations improvements, oversees daily operations, planning, quality control, and develops and monitors the use of resources. He or she creates Standard Operating Procedures (SOPs), develops tracking and reporting processes and tools, and develops information flows.
The Deputy Director leads organizational effectiveness by managing operational functions of finance, memberships, government partnerships, facilities, security, export control and ITAR, and provides direction to administrative support personnel. This position also proposes and supervises lines of business development for Space ISAC and provides oversight of their business goals, alignment of goals to support mission and performance toward goals. Lastly, the Deputy Director develops thought leadership around specific topics/emerging practice areas.
This position is located in Colorado Springs, Colorado.
Finance
· Shares the responsibility with the Executive Director for profitability and loss, including cash flow management.
· Assists with the development and implementation of a comprehensive funds’ development program with current grant programs/funders along with foundations and new sources, as determined.
· Manages and assists with developing resources for general operating, salary, and property related funds. Oversees compliance so that Space ISAC remain in good standing with all funder/government/partner requirements. Tracks and reports all general operating and salary related resources.
· Assists with bookkeeping and financial oversight, including development of budgets and expense monitoring.
· Creating financial and other reports to submit to the Executive Director and Space ISAC’s Board of Directors.
Memberships
· Develops and implement strategies to recruit new members.
· Develops and implement strategies to retain members.
· Works closely with Program Manager to understand the current state of member renewals while developing cash flow analysis.
· Contributes to the management of social media and website content where necessary.
· Identifies opportunities for improving processes and provide proactive solutions.
· Works directly with members by phone, email, periodic visits, or attending events to build and retain relationships.
· Responds to inquiries from members and prospective members.
· Helps develop value-added opportunities and offerings for members.
· Works to promote research offerings, advocacy activities, and events to members and prospective members.
· Develops content for website and electronic communications.
· Leads the Membership and Benefits Standing Committee (MBSC), guided by a vision based on MBSC and Executive Director’s Priorities
· Interfaces directly with members of the Board of Directors
Government Partnerships
· Develops and implement strategies to recruit new government partners.
· Develops and implement strategies to retain government partners.
· Manages the process of entering into an agreement with prospective partners, to include interfacing with the partner, Information Sharing Working Group (ISWG), Board of Directors, Executive Director, and Board Chair for review and approval.
· Manages the government partnership renewal process including developing renewal communications, sending out renewal notices, and reporting results.
· Produces partnership activity reports to determine progress toward goals.
· Identifies opportunities for improving processes and provide proactive solutions.
· Works directly with partners by phone, email, periodic visits, or attending events to build and retain relationships.
· Responds to inquiries from partners and prospective partners.
· Helps develop value-added opportunities and offerings for partners.
· Works to promote research offerings, advocacy activities, and events to partners and prospective partners.
· Promotes a healthy balance between partner engagement and member engagement (for example, working with the Intelligence Coordinator to develop SOPs for members and partners to engage with the Space ISAC Watch Center).
Facilities
· Interfaces with building owner on all matters related to building and grounds maintenance, in addition to custodial matters.
· Identifies opportunities and makes recommendations to improve facility management.
· Manages and reviews service contracts.
· Interfaces with vendors and contractors.
· Checks completed work by vendors and contractors.
· Communicates workplace safety precautions to employees.
· Forecasts current needs and costs, allocates resources, and conducts project management for Space ISAC headquarters’ AV, Network, and furniture installation.
· Forecasts future needs and costs, allocates resources, and anticipates project management for Space ISAC headquarters’ AV, Network, and furniture installation.
Security
· Develops Security Standard Operating Procedures, to include:
o Reporting requirements
o Badging
o Physical security
o Security training and briefings
o Classification and markings
o Visits and meetings
· Ensures security and emergency preparedness procedures are implemented properly.
· Plans and coordinates security operations for specific events.
· Coordinates staff when responding to emergencies and alarms.
· Reviews reports on incidents and breaches.
· Investigates and resolves issues.
· Creates reports for the Executive Director on security status.
· Analyzes data to form proposals and improvements.
Export Control & ITAR
· Ensures Space ISAC’s adherence to the International Traffic in Arms Regulations (ITAR), 22 C.F.R. §§ 120-130,1 the Directorate of Defense Trade Controls (DDTC), which administers the export and re-export of defense articles, defense services and related technical data from the United States to any foreign destination or to any foreign person, whether located in the United States or abroad.
o Technical Data means any information for the design, development, assembly, production, operation, repair, testing, maintenance, or modification of a defense article. Technical data may include drawings or assembly instructions, operations and maintenance manuals, and email or telephone exchanges where such information is discussed. However, technical data does not include general scientific, mathematical, or engineering principles commonly taught in schools, information present in the public domain, general system descriptions, or basic marketing information on function or purpose.
· Provides guidance, direction, and oversight to assure adherence to federal export control regulations and sponsoring agency policies and procedures related to export controls.
· Disseminates information and develops procedures to facilitate compliance with export control regulations.
Business Development
· Supports the development of new business models for Space ISAC.
· Works with the Space ISAC Marketing and Logistics team to plan and oversee new marketing initiatives.
· Conducts research on organizations and individuals to find new business opportunities.
· Develops business goals for Space ISAC and ensures they are met.
· Helps Space ISAC obtain increased brand recognition and financial growth.
· Works closely with the Executive Director to identify and close new business deals or expand existing business opportunities.
