The Work Unit:
The Office of Human Resources (OHR) provides strategic, tactical, and operational services to implement a comprehensive integrated departmental human resources (HR) program that maximizes productivity, diversity and inclusion, and a positive work environment while minimizing liability and risk in the department. Services include establishing and consulting on departmental talent management policies and processes (job evaluation, compensation practices, selection); interpreting and complying with the State Personnel System rules and policies as well as state and federal employment law; employee and labor relations (dispute resolution, performance management, discrimination complaints, and labor agreements); comprehensive talent acquisition (recruitment marketing, sourcing, recruitment, new employee experience), professional & organizational development (training, engagement, mentorships and career development, succession planning); time off and benefits administration; employee wellness and safety; and technical operational support (HR systems, onboarding/off boarding, transaction processing).
What You'll Be Doing:
The position is the Deputy Director of Workforce Strategy& Development. As the Section Director, the position manages three units: Talent Acquisition, Professional & Organizational Development and Workforce Data. The position plans, directs, monitors, and evaluates the work of the Section through the direct supervision of three unit supervisors who in turn supervise 16 positions (total of 20 positions).
The Deputy Director of Workforce Strategy& Development works in collaboration with the Director of Culture, Strategy, Equity, & Innovation and Human Resources Director to participate in strategic human capital planning that aligns with and supports the department's business needs, mission, and goals. This includes advising and
drafting recommendations for the HR strategic plans and goals, drafting the annual business plan, gathering data for budget requests and drafting assigned decision items, developing tactical action plans and timelines to implement departmental and state personnel policies and processes, reviewing and monitoring work products and implementation.
This position is responsible for designing and implementing strategies that will help to strengthen the public health workforce in Colorado. This includes recruiting and training current and future employees for CDPHE and local public health agencies, with the goal of building a competent and effective team that is equipped to meet the health needs of our state.There are three ways you can qualify for this position:
Nine (9) years of full time professional experience in human resources that included labor and/or employee relations, job evaluation, recruitment and selection, organizational development, or closely related work.(Substitution)
OR
Bachelor's degree from an accredited institution in human resources, business, business administration, public administration, management, psychology, or closely related degree;
AND
Five (5) years of full time professional experience in human resources that included labor and/or employee relations, job evaluation, recruitment and selection, organizational development, or closely related work.(Minimum Qualifications)
OR
Master's, professional, or doctorate degree from an accredited institution in human resources, business, business administration, law, public administration, management, psychology, or closely related degree;
AND
Three (3) years of full time professional experience in human resources that included labor and/or employee relations, job evaluation, recruitment and selection, organizational development, or closely related work.

Preferred Qualifications and Essential Competencies:
The preferred experience, competencies and abilities are highly desirable for this position and will be considered in selecting the successful candidate:
  • In depth knowledge of the Colorado classified personnel system, including a working knowledge of the State Personnel Board Rules and Director's Administrative Procedures
  • Certification in Job Evaluation, Selection, and Personal Services Agreements from the Colorado Department of Personnel and Administration
  • Demonstrated leadership skills and supervisory successes

  • Excellent organizational skills; the ability to set, track, and accomplish priorities, goals, and timetables. Ability to provide consistent and timely progress reports to decision makers.

  • Experience applying strategies to effectively manage the people side of change
  • Initiative and self-management; the passion and the willingness to fully commit to the work and accomplish tasks within established timeframes
  • Demonstrated ability to maintain confidentiality and to exercise tact, discretion, and sound judgment
  • Previous experience partnering with internal leaders, external organizations, and academic institutions in builidng workforce pipelines
  • Previous experience building systems that support professional development and career advancement
