About Colorado Energy & Carbon Management Commission (ECMC):
The mission of the Colorado Energy & Carbon Management Commission (ECMC) is to regulate the development and production of energy related natural resources in the state of Colorado in a manner that protects public health, safety, welfare, the environment and wildlife resources. Our agency seeks to serve, solicit participation from, and maintain working relationships with all those having an interest in Colorado's oil and gas, geothermal, carbon capture, utilization and storage, and underground gas storage related natural resources.
The Operations Program administers compliance with the engineering, environmental, field inspection, and planning and permitting related ECMC Rules as well as providing direction to the agency's information and applied technology program.

Position Summary:

This position provides leadership and guidance to the operational units, interfaces with operator's on behalf of the Director regarding operational issues, provides guidance and direction to the maintenance and continuous improvement of the agency's information and applied technology processes and tools, and liaises with the Commission regarding operational matters.

Direct the Compliance, Engineering, Environmental, and Permitting/Planning Units:

Oversee the performance of these operational units. Provide direction regarding policies, strategies, initiatives, process improvements, and rule interpretation/development.
  • This position will work with the Unit manager to set cohesive project and annual performance management goals for the Unit.
  • Developing or increasing its backlog of applications or compliance report reviews. This position must work with the Unit manager to determine the reason for the increase and authorize a solution, which could include leading a process improvement initiative, developing a policy to guide the compliance assessment, requesting more FTE, or reassigning work.
  • The position authorizes expenditures and has signatory authority for the Director.
  • This position will work with each manager to set the vision for improvement and accomplishing newly implemented requirements
Liaise with Operators:
Interface with Operators to understand how to most effectively lead the administration of Rules. Assess Operator concerns and identify opportunities to improve communications. Solicit information and ideas to improve user processes.
  • This position must determine how to best engage with industry leadership.
  • This position must routinely identify opportunities to solicit assistance from industry trade organizations.
Direct the Information/Applied Technology (IAT) Unit:
The IAT is critical to the success of the agency's operations teams. This Unit is tasked with not just maintaining our digital tools and data, but continuously improving those tools.
  • This position must work with the IAT Manager to prioritize projects and identify resources required to complete projects as well as set goals for and monitor the cadence of application and database development projects.
  • Identify process improvement opportunities and make the necessary resources available to design the changes.
Liaise with Commission:
This position must determine how to best respond to questions, critiques, recommendations, or requests from the Commission related to operational processes.

MINIMUM REQUIREMENTS:
At least ten (10) years of professional experience in an occupational field related to the work assigned to the position.
OR
At least six (6) years of professional experience in an occupational field related to the work assigned to the position.
AND
Bachelor's degree from an accredited institution in a field of study related to the work assignment.
SUBSTITUTIONS:
  • Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.
  • Additional appropriate education will substitute for the required experience on a year-for-year basis.

Preferred Qualifications:
  • Current or former State experience relevant to this position.
  • Ability to explain the work processes and ECMC rules
  • Strong written and verbal communication skills, leading organizations, excellent research and writing skills, and ability to multitask, projects and stakeholders.

Conditions of Employment:

  • Colorado residency is required at the time of application.
  • A current & valid Driver's license is required for operating a state vehicle,
  • Occasional travel is anticipated.
