Pay Range SEL 4
$198,630 - $255,060 Annually
Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.
Job Description
We have an opening for an Associate Program Leader to manage all aspects of LLNL's DoD efforts in post-detonation Technical Nuclear Forensics (TNF) and Radiological and Nuclear (R/N) efforts for the Forensic Science Center (FSC). You will be responsible for the execution of the DoD portion of the TNF post-detonation efforts and for coordination of the R/N efforts in the FSC. You will function as the primary point of contact for interactions with the stakeholder community, internal program elements, including Nuclear Threat Reduction, Intelligence, Global Security, and Strategic Deterrence to establish and maintain robust R&D and operational capabilities working with the TNF Program Leader and FSC Director and with other associated Program Leaders as required. This position is a joint appointment programmatically reporting to both the TNF Program Leader in N Program and the FSC Director in Z Program within the Global Security Principal Directorate. While some funding for sponsor engagement is available from Global Security for this position, most of your assignment will be funded through direct programmatic work.
In this role you will
  • Provide operational leadership, management and planning for the >$4M/year DoD TNF post-detonation budget and the ~2M/year R/N budget in the FSC and for interactions with the stakeholder community, including DoD, FBI, NNSA, National Laboratory partners, and international partners as directed. Develop and maintain a collaborative environment between programs at other Laboratories.
  • Represent LLNL's DoD TNF and FSC programs in their interactions with LLNL senior management and ensure integration of broader synergistic and complementary laboratory capabilities within Global Security, Strategic Deterrence, National Ignition Facility and Photon Sciences, Engineering, and Physical and Life Sciences into the TNF and FSC programs' needs.
  • Responsible for ensuring that the TNF and FSC programs are organizationally prepared to respond to national needs with appropriate skills that can be applied within an operationally relevant timescale and meet security requirements.
  • Administer, direct, and coordinate activities for staffing across DoD TNF and FSC R/N positions, determine qualification standards, and attract, retain, recruit, and select staff with technical expertise.
  • Provide leadership, management, planning, and support of activities required to meet programmatic and personnel administration goals, including need-to-know, material classification, resource and infrastructure needs, input to staffing needs, and guiding analytically and operationally focused international collaborations.
  • Synergize planning, R&D, and operational activities with the TNF pre-detonation and post-detonation TNF APLs and with other programmatic elements within the FSC and with TNF and FSC management.
  • Develop and integrate innovative cross-cutting capabilities and advancements for DoD TNF R&D and operations, and for R/N FSC missions.
  • Develop and implement strategic plans to anticipate future staffing, training, resource and technology needs to identify and pursue new mission needs in close coordination with higher level N and Z Program strategic planning as well as interagency sponsors and partners.
  • Responsible for ensuring appropriate elements of communication, project management, risk management, and technical rigor are applied to ensure accountability and quality of products delivered. This includes improving efficiency and effectiveness over time with a commitment to the goals of Integrated Safety management, Integrated Safeguards and Security Management, compliance with all ES&H regulations, good business practices, diversity, and equal opportunity.
  • Perform other duties as assigned.

Qualifications
  • Active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at time of hire.
  • Ph.D. degree in science, engineering, or related field, or the equivalent combination of education and extensive related experience with a demonstrated ability to lead and develop innovative cutting-edge principles, theories, and concepts.
  • Understanding of the broad national Nuclear and Radiological Forensic Community and various technical and operations partners in the DOE, DoD and DOJ, and experience technically assessing emerging defense-related science and technologies.
  • Successful track record of managing multi-million dollar programs and sponsor relationships through honest interaction, budget management, follow through, and delivery of quality products.
  • Expert knowledge of and extensive experience assessing the interplay and complexities among threats to national security including the ability to apply, lead and/or develop principles, theories, concepts, and technologies related to nuclear and radiological. forensics.
  • Expert knowledge of and experience in ISO-17025 certified analysis, chain of custody, and evidentiary requirements and processes as applied to WMD events.
  • Management experience in project/program planning, budgeting multifaceted projects, staffing, meeting milestones and deliverables, and resolving conflicts in scheduling, priorities, and funding to successfully run and sustain a program. Able to develop and implement technical industry best practices and/or principles and techniques, new programs and/or operational best practices, and the demonstrated ability to partner effectively with other laboratories and outside organizations.
  • Advanced leadership and team-building skills with the demonstrated ability to lead collaborative, multi-disciplinary teams to achieve their objectives, and the organizational, administrative, and interpersonal skills needed to foster team motivation and ensure delivery of complex high-quality products in a timely manner to a sponsor/end user.
  • Strong communication skills, both verbal and written, facilitation and collaboration skills necessary to interact effectively in a diverse research team environment, ability to develop and deliver presentations, influence, and advise senior management, and/or external sponsors.
  • Significant experience with sponsors, relevant interagency partners and/or collaborators and colleagues within the forensic community (to include other DOE/NNSA, DoD, DOJ/FBI Laboratories).
  • Advanced knowledge and experience of capabilities relevant to the nuclear and radiological forensic mission and ability to apply them in unique and/or high-stress environments.
  • Extensive experience participating in national policy-level discussions that affect the direction of the nuclear and radiological forensic mission area.
  • Successful track record of growing programs, proposal writing, and developing new sponsor relationships.
