Assistant Payroll Administrator

Number of Positions: 1 Full-Time
This position is open to the general public and to all current city employees covered under the terms of the City's collective bargaining agreement with AFSCME (BARGAINING UNIT #s 01, 03, 04, OR 05).

CHARACTERISTICS OF THE CLASS
Under general supervision, assigns, supervises, and reviews the work of staff engaged in the preparation and processing of payrolls for a City department, and performs related duties as required.
ESSENTIAL DUTIES
• Supervises and monitors the work of subordinate staff engaged in the preparation, processing, and distribution of departmental payrolls.
• Explains payroll policies and procedures to employees in person, and over the phone, and clarifies discrepancies.
• Serves as liaison with the Controller's Office regarding new or modified time keeping processes and policies.
• Prepares and generates various timekeeping reports.
• Reviews submitted payroll registers for accuracy, reconciles errors, and makes adjustments Reviews and approves third party payroll deductions from employee paychecks (e.g., taxes, pension contributions, union dues, charitable contributions, optional insurance coverage).
• Interprets labor contracts, federal regulations, and municipal ordinances to respond to inquiries regarding salary administration.
• Oversees special check handling for processing stop payment orders (e.g., lost, stolen, forged, mutilated checks) and submits requests to the Comptroller's Office, Office of Budget and Management, and the Department of Human Resources to facilitate the processing of payrolls.
• Provides payroll information to departmental management for the preparation of budgets, monitoring of payroll expenses, and collective bargaining agreement negotiations.
• Responds to employee inquiries regarding lost or stolen paychecks.

Hours: 8:30 a.m. to 4:30 p.m.
Lunch: 1-hour
Days Off: Saturday & Sunday

Qualifications
Three years of progressively responsible timekeeping and payroll administration experience of which one year is in a supervisory role related to the responsibilities of the position, or an equivalent combination of education, training, and experience .

SELECTION REQUIREMENTS
This position requires applicants to successfully pass an interview. Interviewed candidates possessing the qualifications best suited to fulfill the responsibilities of the position will be selected. Interviewed bid applicants best suited to fulfill the responsibilities of the position will be selected in seniority order according to the collective bargaining agreement.
Preference will be given to candidates possessing the following:
• Previous supervisory experience related to the responsibilities of this position.
• Previous work experience in a position with timekeeping and payroll administration.
• Proficency interpreting labor contracts, federal regulations and municipal ordinances to respond to inquiries regarding salary administration.
• Previous work experience in timekeeping and payroll with a large organization.
• Previous service in the Armed Forces of the U.S. on active duty continually for six month and have not been dishonorably discharged.
