Description
This is a Care Management Supervisor 1 position within the Intake/ Assessment Unit of the Area Agency on Aging for Luzerne / Wyoming Counties. Employee in this position supervises the Care Manager 2's (assessors) assigned to either the East Side or West Side Assessment Units. This is a first level supervisory position.
Essential Duties and Responsibilities
ADMINISTRATIVE RESPONSIBILITIES:
  • Planning, organization and assignment of work to staff. Reviewing initial requests for consumer assessments, assignment to assessors for further screening and assessment completion.
  • Tracking assignments to identify problems, correct inefficiencies in the process as needed, and maintain a steady workflow in the Unit.
  • Reviewing and approving paperwork and electronic files completed by assessors including but not limited to Level of Care decisions, analysis for completeness, professionalism and adherence to established standards.
  • Arranging services for consumers approved for community services through the assessment process.
  • Participating in Pa. Department of Aging I Office of Long-Term Living network activities, including updates for OPTIONS, W AIVER, OBRA, FCSP, Adult Protective Services and other programs. Implementing procedures to conform to PDA and OLTL programs, policies, regulations and mandatory time frames.
  • Assisting assessors to prepare for and complete the Assessor Certification as required by the Department of Aging.
  • Preparing Adverse Action Notices and participating in Appeals Hearings.
  • Completing reports as required, maintaining necessary records and statistics, preparing correspondence.
  • Reconciling KRONOS clock-in system to employee timekeeping schedules.
  • Participates in interviews for new applicants to the Care Manager 2 position.
  • Works as part of a social service team and interfaces with other social service unit supervisors as warranted.
SUPERVISORY RESPONSIBILITIES:
  • Responds to casework queries for guidance on policies and procedures in a prompt and knowledgeable fashion. Provides information and supervision to telephone intake Care Managers and assessors, as needed.
  • Arranging, monitoring, reviewing, and authorizing all paperwork and data entry, and completion of consumer data, into the SAMS data base. Analyzing for completeness and adherence to established standards.
  • Ascertains the training needs of casework staff and provides information to staff on appropriate resources available to older adults as well as updates them on new programs or changes in current laws and regulations affecting service provision.
  • Makes regular supervisory visits, in accordance with the agency Quality Assurance Policy.
  • Evaluates staff performance and makes recommendations regarding personnel issues.
  • Represents workers needs and concerns to administrative staff to ensure good working relationships within the Agency.
  • On a rotating basis, participates in after hours crisis coverage, screens after hours call, and supervises Care Managers on call. Attends any mandatory Adult Protective Services training or other training in order to be qualified for after hours crisis work.
  • As directed by supervisor, makes presentations to community groups regarding Aging services. Attends Senior Expos and Information Fairs.
  • Serves on agency and community committees, boards, coalitions, etc, as directed by supervisor.
  • Attends trainings, seminars, in-services and webinars as directed by supervisor.
  • Other duties as assigned.

Required Knowledge, Skills and Abilities
  • Knowledge of social casework principles and methods.
  • Knowledge of current social, economic, and health problems and community resources as related to older adults.
  • Knowledge of individual and group behavior and ways of working effectively with older adults who have social, economic, emotional, and/or health problems.
  • Knowledge of the basic principles and methods of program interpretation and community organization.
  • Skill in the development of plans to address the needs of older adults.
  • Ability to work effectively with older adults and aid them to grow in the constructive use of their potential in adjusting to their specific problems.
  • Ability to evaluate work of subordinates and to provide technical assistance and guidance.
  • Ability to orient and instruct subordinates on procedures, techniques, laws and regulations.
  • Ability to establish and maintain effective working relationships with clients, other members of the staff, outside agencies and institutions, and the general public.
  • Ability to clearly express ideas orally and in writing.

ELIGIBILITY: ALL CANDIDATE(S):
1.) Must meet the minimum experience and training (METS) required for the job. The METs for this position are:
Three years of experience in public or private social work and a Bachelor's Degree; or any equivalent combination of experience and training including successful completion of 12 semester hours of college level courses in sociology, social welfare, psychology, gerontology, or other related social sciences.
2.) Be a resident of Pennsylvania.
3.) State Civil Service Commission Approved Additional Special Requirements: None
4.) Be eligible for selection in accordance with merit system employment regulations
ELIGIBILITY - COMPETITIVE PROMOTION WITHOUT EXAMINATION ONLY: CLASS RESTRICTIONS:
1.) Have held regular civil service status in the following classifications:
  • Aging Care Manager 3
  • Aging Care Manager 2

I. Medical Insurance
The coverage begins for the employee the on the first of the month following the first full 30 days of full-time employment for employees and their eligible dependents. Cost to the employee to participate in the plan varies by the coverage selection and the number of dependents; and may be subject to collective bargaining agreement. The employee may also elect to opt out of the County's medical insurance if proof of coverage is provided. Under this arrangement, the employee is provided with an annual opt out payment.
II. Vision and Prescription

III. Dental Coverage

IV. Life Insurance
A $50,000 life insurance policy is afforded to full-time employees, unless specified differently in a collective bargaining agreement. It remains in effect as long as the employee is actively employed and terminates upon resignation or retirement.
V. Retirement
All full-time employees and part-time employees working more than 1,000 hours per year qualify for Luzerne County retirement benefits, in which employees must contribute 5% of their earnings, and may choose to add to an additional voluntary contribution, not to exceed an additional 10%.
