About the Department of Housing and Community Affairs

The Department of Housing and Community Affairs (DHCA) works to preserve and increase the supply of affordable housing, maintain existing housing in a safe and sanitary condition, preserve the safety and quality of residential and commercial areas, ensure fair and equitable relations between landlords and tenants, and support the success of common ownership communities – all with a focus on reducing racial inequities and climate change impacts.

About the Position

The Administrative Specialist II works under the Code Enforcement Manager. This position provides administrative support to Housing Code Inspectors, Program Managers and The Code Enforcement Manager. The employee is knowledgeable of local, State and Federal housing laws and regulations, processes and procedures relating to Housing code Enforcement. The employee performs a wide range of administrative, financial, and analytical tasks.

This newly created position entails responsibilities that are in a highly sensitive, confidential, and deadline driven environment. The person selected will help develop, implement, and monitor projects, plans, goals, and objectives focused on achieving the Department’s mission, strategic plan, vision, and priorities; will help to execute special projects outside of the scope of the regular duties of the Divisions.

Key Responsibilities Include:

  • Perform quality control of approximately 100 service requests assigned daily to the Code Enforcement section by the County Customer Service Center (311) to ensure delivery of requested services.
  • Perform a dispatch function of service requests that need timely attention by the Housing Code Inspection Staff.
  • Administers Code Enforcement’s Foster and Adoptive Care Inspections program.
  • Assist in monitoring Code Enforcement budget and provide recommendations to the manager.
  • Serves as the Custodian of Record for the Departments Maryland Public Inform Act.
  • Monitor procurement actions and contracts to ensure they are written correctly, terms are met, to recommend payment to be made, and ensure renewal so service is not interrupted.
  • Receives, investigates, and resolves complaints or inquiries from the public concerning code enforcement operations.
  • Reviews incoming correspondences and prepares appropriate replies.
  • Conducts research and prepares reports, including data compilation and analysis.
  • Provides input on new policies, procedures and SOPs relating to Code Enforcement.
  • Track and monitor the status of various organizational issues, cases, projects, activities, initiatives.
  • Investigate and make recommendations concerning office automation needs for Code Enforcement.
  • Organize and maintain inventory and records of all types of Housing Code enforcement cases.
  • Assist on special assignments and projects.
  • Attend In-person meeting and perform other administrative duties as assigned.

The ideal candidate must have good organizational skills; must be able to prioritize and accomplish assignments/tasks on schedule; work independently to resolve issues; work effectively in a team environment; and have excellent interpersonal and communication skills. To ensure a positive workplace and to comply with federal, state and County laws, the employee is responsible for completing mandatory training within the first three to six months or within the specified timeframe.

Minimum Qualifications


Experience
: Two (2) years of professional administrative experience related to budget monitoring, purchasing, equipment and material control, project monitoring and control, or research and development.

Education: Graduation from an accredited college or university with a bachelor’s degree.

Equivalency: An equivalent combination of education and experience may be substituted.

All applicants will be reviewed by OHR for minimum qualifications. Applicants who meet minimum qualifications will be rated "Qualified," placed on the Eligible List, and may be considered for interview.

Qualified applicants will be selected for an interview with demonstrated experience in the following as indicated in the application documents:

  • Experience in quality control work.
  • Experience in a call center/dispatch operation.
  • Experience with Excel, Oracle databases, spreadsheets, and Microsoft Office.
  • Experience working collaboratively on multiple programs or projects within an organization; to strategically plan, organize coordinate, and administer the one or more programs or projects.
  • Experience making decisions and solving problems arising in an organization unit.
  • Experience drafting complex reports.
