Main Purpose of Job

The Main purpose of the job is to establish a dedicated and centralized intake, analysis, and processing unit for PIA requests within the Department. The position is in line with the Department's mission in that a centralized unit will serve the people of Maryland in a manner that provides the highest quality of customer service.

POSITION DUTIES

Assists with the administration of the centralized intake unit for the processing of PIA requests by analyzing and interpreting incoming requests in order to determine proper assignment and assure conformance with policy and law. Manages the data input and monitors departmental compliance. Manages Department wide fee assessment, collection and processing of PIA fees. Conducts primary redaction duties of sensitive departmental records in accordance with state and federal law.


Assists in the planning and implementation of revised practices by researching and compiling additional information when applicable. Completes and/or prepares necessary charts, records, spreadsheets. Consults with PIA Coordinator and administrative officials regarding policies and program needs. Assists in the preparation of performance reports required by the Office of the Attorney General.


Provides assistance and direction to higher-level administrators related to the preparation of their responses to PIA requests and understanding the overall responsibilities of a custodian of record.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.


Experience: Two years of experience performing administrative staff, clerical, clerical technical, or secretarial work.


Notes:


1. Candidates may substitute 30 college credit hours from an accredited college or university for each year of the required experience.


2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:


1. Experience processing requests submitted under the Public Information Act (PIA)


2. Experience in the identification and/or application of redactions to video recordings, such as body worn camera video

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

In accordance with Section 2-204(b)(6) of the Public Safety Article, Candidates for position in this classification will be subject to an initial drug screening and a complete criminal background investigation to include a polygraph examination before permanent appointment can be made. A criminal conviction may be grounds for rejection of the candidate.

SELECTION PROCESS

The selection process for this recruitment will involve a rating of the training and experience provided on the application. Applicants who meet the minimum qualifications will be placed on an eligible list in the BEST QUALIFIED, BETTER QUALIFIED, and QUALIFIED categories. The list will be used by the hiring manager to select the individual to fill this vacancy. The list will be valid for one year.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position. You may be required to complete a qualifications supplement, or the rating may be based on your application. Report all experience and education that is related to this position. Applicants may be given a physical examination and will be subject to an interview, background investigation, polygraph examination and substance abuse testing.
