Are you an experienced digital project manager with a passion for user-centered, accessible websites and applications? Metro's interdisciplinary web team consists of two developers in Information Technology and four content and design specialists in Communications. Together, this talented team designs, develops and maintains accessible, multilingual websites for Metro, the Oregon Zoo, the Oregon Convention Center, Portland'5 Centers for the Arts and Portland Expo Center - with a focus on removing barriers for communities of color, people with disabilities and others who have been excluded. As the Web Program Supervisor, you will guide the work of the web team, manage projects and provide direct supervision to the developers under the guidance of the Applications Manager in IT.
You will serve as a liaison to the web team's stakeholders and customers across Metro's departments and the venues - forecasting future work, scoping incoming requests, proposing solutions to business needs and communication goals, and reporting out on the progress of key projects.
As the Web Program Supervisoryou will:
  • Provide supervision and direction to Web Developer positions by assigning work, prioritizing projects, and providing feedback on performance.
  • Develop short- and long-range goals and objectives for web developers.
  • Promote a culture of accountability, collaboration, and respect within the web team.
  • Work closely with communications department on goals for websites such as translation and accessibility levels.
  • Work with stakeholders to develop project plans for five large-scale website redesigns for Portland Expo Center, Oregon Zoo, Metro, Portland'5 Centers for the Arts and Oregon Convention Center.
    • Establish project roles and responsibilities and decision-making processes.
    • Garner and document agreements on project goals, approach, budget and timeline.
  • Work with finance and vendor to manage project budgets of $150,000 to $650,000 per website with guidance and oversite from Communications Manager and Applications Manager in IT.
  • Work independently in a cross-department project management role to guide the project teams and steering committees.

    • Lead Sprints
    • Facilitate meetings and decision-making
    • Coordinate communications with and among contractors, project team members and internal and external stakeholders including senior leaders, and councilors.
    • Lead staff on the project teams
  • Guide project teams to ensure that technology is leveraged and used efficiently across the organization
  • Direct creative approaches, procedures, and quality control standards to ensure maximum efficiency and effectiveness of operations.
  • Serve as the web team liaison to our venues and Metro partners -
    • Meet periodically with point people to forecast future needs, scopes incoming requests for new features and projects, and works with the manager to prioritize, sequence and assign the work.
  • Manage contractors to meet project timeline and achieve scope.
    • Write work orders to define scope of work for specific phases or deliverables and agreements about how to work together.
    • Track progress on a weekly basis, addressing issues and negotiating scope or schedule changes.
    • Evaluate deliverables and coordinate project team review and feedback.
    • Lead quality assurance testing.

    Minimum qualifications:
    • Bachelor's degree in the assigned area AND
    • 4 years progressively responsible experience in the field OR
    • Any combination of education and experience that provides the necessary knowledge, skills, and abilities to perform the classification duties and responsibilities
    Working environment:
    • The regular schedule for this position is Monday through Friday, with occasional weekend or evening work during project go-live.
    • Working environment: Work is primarily performed in an office environment with minimal physical exertion. However, this position may occasionally visit facilities.
    Work location:
    This position may primarily be a remote employee and will be provided with a computer, monitor, and basic office supplies for a home office. Metro supports working remotely as well as providing a wide range of workspace options in the Metro Regional Center.

    • Familiarity with multiple project management methodologies
    • Leadership and supervisory experience
    • Scrum master with experience running sprints and meetings
    • Drupal experience

    COMPENSATION AND REPRESENTATION
    Based on the requirements, Metro's internal equity review process, and the candidates' qualifications, the appointment will typically be made between $99,695.00 to $109,914.00. The full-salary range for this position is $99,695.00 to 133,601.00 annually.
    This position is not eligible for overtime, and is non-represented. It is classified as a Classification descriptions are typically written broadly and do not include the specific duties and responsibilities of the positions.
