THE POSITION
Washington County's Department of Assessment and Taxation (A&T) is currently seeking a Program Supervisor in the Special Programs Unit to join our team!

The Opportunity
This position is responsible for supervising five staff in the Special Programs Unit. Special Programs is one of three units in the Tax Division of Assessment and Taxation (A&T).
The Special Programs Unit assists several thousand general public customers each year with passport acceptance, senior deferrals, veterans exemptions, and manufactured home titling. The unit also operates the department's main switchboard and offers general assistance to the public, including public records requests. Internally, the Special Programs Unit assists other A&T business units with various duties.
This position performs the full range of supervisory duties, such as setting workflow and schedules, assigning and reviewing work, monitoring performance, resolving problems, keeping records, issuing reports, training and offering feedback, and performing discipline. In addition, due to the small size of the unit, the supervisor must be able to back up and perform all of the service programs as needed. The Special Programs supervisor interacts with other A&T supervisors and staff on a variety of business topics and provides support to the Tax Division Manager.
The work environment is a public office setting with a customer lobby area and a service counter. The levels of customer traffic and ambient noise are often high. Hours are 8:00 to 5:00, Monday through Friday. Due to the heavy customer interaction, this position is not eligible for remote work.

Additionally, the ideal candidate will have previous experience successfully administering programs directly with public customers and in compliance with state laws, administrative rules, and intergovernmental agreements.
The incumbent will be required to obtain registration with the U.S. State Department as a passport agent. State Department regulations require passport agents to be U.S. citizens or naturalized citizens of the U.S.

ESSENTIAL JOB DUTIES

MINIMUM QUALIFICATIONS
Education and Experience:
  • Bachelor's degree AND three (3) years of progressively responsible work experience in executing programs or services while providing technical expertise and guidance to others with substantial face-to-face engagement with both employees and customers, of which one (1) year of work experience must have been in a lead or supervisor capacity OR
  • Associate degree AND five (5) years of progressively responsible work experience in executing programs or services while providing technical expertise and guidance to others with substantial face-to-face engagement with both employees and customers, of which one (1) year of work experience must have been in a lead or supervisor capacity OR
  • Seven (7) years of progressively responsible work experience in executing programs or services while providing technical expertise and guidance to others with substantial face-to-face engagement with both employees and customers, of which one (1) year of work experience must have been in a lead or supervisor capacity.

SUPPLEMENTAL INFORMATION

  4. Panel Interview(s): Panel interviews will be scheduled for the top candidates who successfully pass the preferred qualifications screening as soon as possible.
  5. Conditional Offer of Appointment: Human Resources will conduct a salary analysis for the successful candidate(s) and extend an offer of appointment.
  6. Post-Offer Check: The successful candidate will undergo a background check.
  7. Start Date: A start date will be determined after all conditions of employment have been met.

Regular and limited duration full-time employees working 30 hours or more per week and job share employees are eligible for benefits beginning on the first of the month following employment.
