Central City Concern is an innovative nonprofit agency providing comprehensive services to single adults and families in the Portland metro area who are impacted by homelessness, poverty, and addictions. The Community Engagement ProgramClinical Supervisor is responsible for the day-to-day supervision and clinical coordination of the CEP team. This position oversees an array of clinical services to clients. Those areas include Intensive Outreach, Case Management, Community Support, Chemical Dependency Treatment, Mental Health Treatment, accessing appropriate and affordable housing, Crisis Intervention/Management, and working collaboratively with inter and intra-agency partners on the provision of services needed in all life domains to promote recovery and self-sufficiency.
This position requires flexibility of hours, independent decision-making, program planning, budgetary compliance, clinical supervision, quality management, and being a liaison with numerous outside agencies. The Clinical Supervisor is directly responsible for the supervision of case managers, peer support specialists, and other program staff as determined by the associate director.
Schedule: Monday-Friday 8:00-4:30pm
Location: Golden West (Downtown Portland) - This is a Clinical Supervisor position that is involved with street outreach and is a mobile multi-location position!
Minimum Requirements:
Master's degree in a human services field and two years' experience in behavioral health and must be registered with the appropriate Oregon State licensing board to meet, at minimum, QMHP requirements.
Must have a minimum of a CADC II (Certified Alcohol and Drug Counselor) OR have the ability to obtain CADC II within 6 months of hire.
Minimum two years of supervisory experience.
Must possess a current driver's license.
Licensed Clinical Social Worker preferred.
Current CPR certification required prior to start.
The OAR prohibits A&D program staff from having within the previous 3 years a DUI conviction or diversion, a felony conviction, or a conviction under the Uniform Controlled Substances Act.
Must become a certified Director's Custody designee in Multnomah County within the first 6 months of hire pending availability from Multnomah County Behavioral Health Division
Must possess a current driver's license, access to a vehicle, and qualify as an Acceptable Driver as designated in Central City Concern's Fleet Safety policy. Must pass an initial driver training within 60 days of being an approved driver and continued recertification training. Must maintain vehicle insurance coverage of a minimum of $100,000/$300,000 personal auto liability coverage.
Has the competencies necessary to:
Identify precipitating events;
Gather histories of mental, emotional, and physical disabilities, alcohol and drug use, past mental health services, and criminal justice contacts;
Assess family, social, and work relationships
Conduct a mental status assessment
Document a multiaxial DSM diagnosis
Write and implement or supervise the implementation of a treatment plan
Conduct and document a mental health and alcohol and drug assessment
Provide mental health and addiction treatment and rehabilitative services within one's scope of practice
Responsibilities:
Ensure that CEP program services are practiced according to the highest professional and ethical standards and assure that the health and safety needs of clients are met.
Ensure that daily activities for enrolled clients are planned, implemented, and coordinated with the team
Develop and maintain systems to ensure compliance with regulations, licensures, credentials, and contractual stipulations, including oversight and management of the patient records system.
Ensure that CCC policies, procedures and expected practices are implemented, maintained, and followed.
Provide and document at least 2 hours of supervision per month for each full-time staff supervised. The two hours must include one hour of individual face-to-face contact for each person supervised and a minimum of one hour of group supervision.
Ensure clinical privileging requirements are met for all direct reports pursuant to CCC's Privileging policy.
Complete annual performance reviews
Implement corrective action plans when indicated.
Be a liaison with partnering agencies and programs.
Review documentation to ensure that services delivered are clinically appropriate and effective.
Review and appropriately identify the level of follow-up needed with critical incident reports.
Process client grievances.
Represent Central City Concern CEP program in the greater community.
Perform direct clinical services to clients, including individual and group sessions, case management, assessments and Director's Holds when needed.
Identify and coordinate staff training needs.
Work cooperatively with Associate Director of Integrated Behavioral Health in Housing, CCC compliance officer and Quality Manager to develop and maintain QI/UM plan and outcome data collection.
Plan and develop program initiatives and innovations.
Develop and implement policies with assistance from Associate Director of Integrated Behavioral Health in Housing.
