This position works from the Sedalia branch of CORE Electric Cooperative. This position does not work remotely.
CORE employees are required to work in a safe manner in accordance with regulatory standards and requirements.
As a Talent Acquisition and Workforce Planning Specialist, you will be responsible for full-cycle workforce management - creating and implementing best practices and solutions for recruitment, selection, AND WORKFORCE PLANNING. You will be responsible for managing the entire recruitment process, from identifying candidates to negotiating offers as well as leading the organization's WORKFORCE PLANNING efforts to align organizational objectives with human capital needs. This role requires a deep understanding of the organization's goals and culture, as well as the ability to strategize and execute effective recruitment AND WORKFORCE plans.
Minimum Qualifications of the Positions:
Talent Acquisition and Workforce Planning Specialist (HR Specialist II) : Bachelor's degree in Human Resources Management, Business Administration, or related field. 2-5 years' experience in recruiting strongly preferred with a focus on full-cycle recruitment, TALENT ACQUISITION strategies, or WORKFORCE PLANNING initiatives. Proven track record of exhibiting a high degree of integrity while successfully sourcing and hiring top talent in a competitive market. Strong knowledge of recruitment tools and technologies, including applicant tracking systems and social media platforms. Excellent communication and interpersonal skills with the ability to build rapport and establish trust with candidates and hiring managers. Ability to work independently and manage multiple priorities in a fast-paced environment. Requires valid Colorado driver's license with satisfactory driving record within Cooperative standards. Satisfactory background check results. Satisfactory results of a pre-employment drug screen. Proficient with Microsoft Office: Excel, Word, Outlook, Access, PowerPoint
Talent Acquisition and Workforce Planning Senior (HR Specialist III): All above and: 5-10 years' experience in recruiting strongly preferred with a focus on full-cycle recruitment, TALENT ACQUISITION strategies, AND WORKFORCE PLANNING initiatives. Proven track record of exhibiting a high degree of integrity while successfully sourcing and hiring top talent in a competitive market.
Preferred Qualifications of Both Positions: Master's degree preferred. Certification in HR or recruiting (e.g., SHRM-SCP, SPHR, AIRS) a plus.
Essential Duties and Responsibilities: Designs and implements innovative recruitment and retention strategies to attract qualified candidates, including leveraging social media, networking events, job boards, and employee referrals as well as developing and preparing recruitment materials. Utilizes various sourcing techniques to identify and engage passive candidates, including direct sourcing, networking, and partnering with external agencies when necessary. Conducts thorough candidate screenings, interviews, and assessments to evaluate qualifications, skills, and cultural fit. Provides timely feedback and guidance to hiring managers throughout the selection process. Builds and maintains strong relationships with candidates to ensure a positive experience throughout the recruitment process. Keeps candidates informed and engaged at every stage, addressing any concerns or questions promptly. Partners closely with hiring managers to understand staffing needs, develops job descriptions, and establishes selection criteria. Provides guidance and support to hiring managers on best practices for interviewing and evaluating candidates. Identifies critical skill sets and competencies needed for success. Develops targeted recruitment and retention strategies to attract, develop, and retain top talent. Manages offer negotiations, including salary discussions, benefits packages, and start dates. Works closely with People Operations and legal teams to ensure compliance with organizational policies and employment laws. Tracks key recruitment metrics, such as time-to-fill, cost-per-hire, and candidate satisfaction, to evaluate the effectiveness of recruitment efforts. Provides regular reports and analysis to stakeholders to drive continuous improvement. Develops and maintains the organization's new employee orientation program to onboard new employees. Serves as a super user and subject matter expert of the applicant tracking system. Manages the organization's intern program. Documents and maintains recruitment AND WORKFORCE-related processes, policies, and procedures. Manages the recruitment AND WORKFORCE PLANNING budget. Performs additional duties as assigned.
Additional Duties for Talent Acquisition and Workforce Planning Senior (HR Specialist III): Develops and implements comprehensive WORKFORCE PLANNING strategies to support the organization's long-term goals and objectives. Collaborates with leadership to identify future workforce requirements and anticipate talent gaps. Utilizes workforce analytics and statistical modeling techniques to analyze historical data, trends, and projections. Generates accurate workforce forecasts to inform decision-making and resource allocation. Develops recruitment outreach programs with colleges, workforce centers, and other partners to ensure talent pipelines exist for current and future workforce needs. Assists with the development and implementation of succession planning programs to ensure continuity of key roles and mitigate talent risks. Identifies high-potential employees and facilitates career development opportunities. Performs job task analysis to document job requirements and objectives. Manages WORKFORCE PLANNING and recruitment projects and initiatives in support of CORE's human capital goals.
