  • This position is covered by the Partnership Agreement between the State of Colorado and Colorado Workers for Innovative and New Solutions (COWins).
  • New employees to the State will be paid biweekly. There are 26 biweekly pay periods in a year.

The Division of Human Resources (DHR) provides all human resource (HR) functions at the Colorado Department of Transportation (CDOT), which includes performance management, compensation and benefits, employee relations, HR compliance, organizational development, employee development, HR engagement, recruitment, and change management. DHR is the point of contact for all HR-related questions and ensures that department policies, state personnel rules and procedures, state and federal employment laws, and industry best practices are appropriately implemented at CDOT. The Talent Acquisition Unit partners with supervisors to ensure quality hires and the retention of a valued workforce through state-of-the-art recruitment, selection, classification, and compensation.
About the Position
The Division of Human Resources at the Colorado Department of Transportation (CDOT) is seeking a human resources professional to join our Talent Acquisition team located in Metro Denver. This position is responsible for recruitment and selection, position management, compensation review, and personnel services review. This position is also responsible for developing and maintaining CDOT's apprenticeship, fellowship, and internship programs.
Your duties and responsibilities will include, but are not limited to, the following:
  • Apply professional HR knowledge and best practices to the development and maintenance of employment pipeline programs - apprenticeship, fellowship, and internship;
  • Collaborate with various stakeholders and navigate apprenticeship registry process;
  • Modify and improve the existing highway maintenance apprenticeship program;
  • Identify opportunities for additional apprenticeship programs at CDOT to meet the Governor's initiative on skills-based hiring;
  • Identify opportunities for changes to CDOT's existing fellowship and internship programs that will increase the number of current or future candidates interested in CDOT's permanent career opportunities;
  • Manage the recruitment and selection process for assigned business units;
  • Collaborate with hiring managers to create hiring plans and timelines;
  • Evaluate job descriptions to ensure accuracy and determine appropriate job class and FLSA;
  • Conduct job analysis for vacant positions to determine minimum and preferred qualifications;
  • Write and post job announcements and review all applications for minimum qualifications;
  • Source potential candidates by using web based tools, job boards, referrals, advertising, and by attending job and career fairs;
  • Develop selection tools used to evaluate the qualified applicant pool and train subject matters experts on utilization of those tools;
  • Correspond with all applicants to ensure a positive candidate experience;
  • Use on-line application tracking software (NeoGov) for recruitment and selection; update OnBase database with recruitment status; use CDOT's Human Resources software (SAP) to update and manage personnel data and organizational structures;
  • Provide consultation to managers and subject matter experts related to hiring and staffing; equity, diversity, and inclusion in hiring; organizational structure; and other relevant human resources topics;
  • Address the needs of diverse customers; understand and respond in a culturally responsive way;
  • Perform other duties as assigned.

Work Environment
  • Work primarily 8:00 am - 5:00 pm work hours, Monday-Friday, but some flexibility.
  • HR employees are currently expected to work one day per week in the office and can work the rest of the week from home. In the future, the expected number of days per week in the office may increase.
Minimum Qualifications

Experience Only:
  • 4 years of full-time professional work experience related to human resources, industrial/organizational psychology, anthropology, business, communications, education, English, ethnic studies, linguistics, philosophy, psychology, public administration, social work, or sociology.

AND
  • 2 years of full-time work experience with a primary focus in human resources in any combination of the following: compensation, employee relations, job evaluation, labor/employment laws (e.g. FLSA, FML), performance development/management, recruitment, selection/Talent Acquisition, or workforce planning/statistics.

Combination of Education & Experience:
  • A bachelor's degree from an accredited college or university in Human Resource Management, Industrial/Organizational Psychology, Anthropology, Business Administration, Communication, Education, English, Ethnic Studies, Linguistics, Philosophy, Psychology, Public Administration, Social Work, Sociology, or another field of study closely related to the job duties;

AND
  • 2 years of full-time work experience with a primary focus in human resources in any combination of the following: compensation, employee relations, job evaluation, labor/employment laws (e.g. FLSA, FML), performance development/management, recruitment, selection/Talent Acquisition, or workforce planning/statistics.

Education Only:
  • A master's degree in Human Resource Management or Industrial/Organizational Psychology.

Preferred Qualifications
Theexceptional applicantwill be an experienced human resources professional and will possess the proven ability or accomplishment in the following:
  • Demonstrated success with the duties listed in the Description of the Job section;
  • Years of State service experience related to the duties of this position;
  • Highest work/personal ethics and integrity;
  • Experience developing and managing apprenticeship programs;
  • Experience overseeing fellowship and internship programs;
  • Experience overseeing and managing the recruitment and selection processes, with preference for experience in the public sector;
  • Experience assessing candidate qualifications and familiarity with the latest assessment techniques;
  • Experience evaluating job duties and determining the classification;
  • Knowledge and experience with the rules of Colorado's Personnel System and principles of a merit system;
  • Knowledge and experience with workplace issues and state and federal rules, laws, and regulations (e.g. Title VII, FMLA, ADA, FLSA, USERRA, affirmative action, employee leave, sexual harassment, State Personnel Rules, etc.);
  • Familiarity with and experience applying laws, regulations, and best practices applicable to hiring and recruitment;
  • Certificate in Professional Human Resources (PHR);
  • Proficient with or the ability to quickly learn applicant-tracking software or other recruitment systems;
  • Proficient with Microsoft Office Suite (Word and Excel), Google Apps (Drive, Docs, Sheets, Forms), and the ability to quickly learn new software systems;
  • Ability to research, interpret, and apply policies, procedures and regulations;
  • Ability to provide guidance to organizational stakeholders;
  • Ability to work under tight deadlines and be adaptable to changing assignments;
  • Polished written and oral communication skills;
  • Analytic thinking, organization, and problem solving skills;
  • Strong attention to technical detail and accuracy;
  • Proactive and independent with the ability to take initiative;
  • Excellent interpersonal and relationship building skills at all levels within an organization;
  • Ability to work effectively in both independent and team situations;
  • Effective time management and organization skills.
