Salary Range: $67,600 - $91,300 annually

Hiring Range: $67,600 - $76,100 annually

Job Summary:

The City of Greeley is seeking two (2) Talent Acquisition Business Partners (TABPs) and one (1) Talent Acquisition Business Partner – Sourcing Specialist (TABP – Sourcing Specialist) to join the Department of Human Resources to support the recruiting efforts for the 16 Departments serving the City of Greeley.  The Talent Acquisition division takes a proactive approach toward customer service, collaboration with hiring managers, talent attraction, workforce development, and retention.  With creativity, critical thinking, and open communication, the Talent Acquisition Team is passionate about attracting top talent so the organization can best serve the City of Greeley community and improves residents’ quality of life.

Under the supervision of the Talent Acquisition Partner Manager, the Talent Acquisition Partners are responsible for the day-to-day administration of the Talent Acquisition system, processing of incoming job requisitions, posting open positions, coordination of the new hire pre-boarding and on-boarding processes, and assisting with general recruiting and branding for the City and on-boarding of new hires. The incumbents work within established City guidelines and values to develop innovative approaches to help departments attract, select, and retain employees.

These are full-time temporarily funded positions with the possibility of becoming permanent - no benefits.

Experience, Knowledge, Skills:

Minimum Requirements:

  • Bachelor’s Degree in Human Resources, Public Administration, Business Administration, or related field.
  • 3 to 5 years of experience in employee Human Resources, hiring/recruiting, or related field.

OR                           

  • Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job.

Preferred:

  • Bilingual in Spanish and English preferred.
  • One (1) to Three (3) years’ experience in Human Resources/Recruiting. 
  • One (1) to Three (3) years’ experience at a public entity (e.g. municipality, school district, county, state). 
  • PHR/SPHR and/or SHRM-CP/SHRM-SCP certifications preferred.

Knowledge, Skills, and Abilities:

  • Ability to present in public. 
  • Knowledge and experience with hiring, recruiting, and applicant tracking systems. 
  • Knowledge and experience with Oracle.
  • Knowledge of the business and organizational structure of Colorado municipalities 
  • Collaboration skills, including the ability to work with others from different areas and backgrounds to reach a common goal. 
  • Computer skills, including the ability to utilize Microsoft Office programs (i.e. Word, Excel, PowerPoint, Outlook, etc.) and learn and experiment with new software and systems.

Essential Functions:

  • Works collaboratively with hiring managers throughout the City to understand business objectives and determine staffing needs and opportunities.
  • Consults with hiring supervisors to verify job description content, establish candidate requirements, update job descriptions, create hiring plans, and submit requisitions for open positions. Coordinates with hiring managers to ensure hiring occurs within the guidelines of City policy.
  • Administers the Talent Acquisition system, including but not limited to: data & content management; applicant processing; user access and management; troubleshooting, research & development of appropriate modifications, and compliance verification to ensure accuracy and effectiveness throughout the recruiting life-cycle. 
  • Sends offer letters to candidates and coordinates and performs pre-employment drug screens, criminal history background checks, driver’s license checks and post-offer physicals. Prepares and organizes new hire paperwork and information for in-processing.
  • Develops interview questions, processes, and strategies that are legally compliant and consistently lead to quality hires. Trains and supports hiring managers to ensure proper interviewing techniques, participating in interview panels as necessary.
  • Coordinates the seasonal hiring process; partners with departments to ensure adequate timelines are set for advertising/hiring, special in-processing sessions are scheduled, and overall, ensure a well-managed system is in place to process the large volume of applicants.
  • Responds to department, organization, and public questions about employment procedures and policies, job descriptions, applications, etc.
  • Communicates with City employees and outside citizens in regard to open positions, personnel records, and/or requests for information.
  • Seeks out and attends career events, job fairs, and community networking events, establishing contacts with local college campuses, universities, and/or community organizations.
  • Demonstrates creative sourcing skills using traditional and non-traditional techniques to advertise position openings.
  • Partners with the C&E Department to research and develop advertising/branding pieces and engage in community outreach to further recruiting efforts and build the City brand.
  • Facilitates training classes on hiring/interviewing topics; trains and coaches supervisors in hiring practices and the use of the City’s hiring system; assists in other training courses as needed.
  • Collaborates with members of the Human Resources team to ensure a consistent candidate experience and that recruiting resources are being leveraged across the organization effectively.
  • Oversees the Acquisition line item of the HR budget and provides input and recommendations on budget creation.
  • Displays high standards of ethical conduct and confidentiality.
  • Makes discretionary decisions and handle administrative duties.
  • Demonstrates ability to acquire understanding and absorb new information rapidly.

Work Environment and Physical Requirements:

Work Environment: 

  • Work is primarily performed in an office environment.
  • The City of Greeley has established a formal telework policy that allows eligible positions, in coordination with their Departments' management team, an opportunity to incorporate a component of remote work into their working schedule. This position will be eligible for consideration under the City's telework policy.

Physical Requirements:

  • While performing the duties of this job, the employee is regularly required to sit; use hands to finger, handle, or feel; reach with hands and arms; and talk or hear.
  • The employee is occasionally required to stand.
  • The employee must occasionally lift and/or move up to 10 pounds.
  • Specific vision abilities required by this job include close vision, peripheral vision, depth perception, and ability to adjust focus.
  • Vision enough to read computer keyboards, reference books and other written documents.
  • Communication skills sufficient to convey information to the public via telephone and in person. 
  • Manual dexterity sufficient to accurately input, retrieve and verify work assignments.
