Job description

Under the direction of the Accounting Administrator I Supervisor, the incumbent will be responsible for overseeing and supervising all Accounts Payable functions. Using the Fl$CAL system, reviews purchase orders, receipt documents, contracts and payment logs, and approves vouchers for completion and accuracy so that payments can be made to suppliers in a timely manner. Provides direction and assistance to Accounts Payable staff to ensure payments are compliant with SAM, HIPAA and other policies/procedures. Reviews the validity of encumbrance balances. Ensures overpayments are not made to vendors. Determines if late payment penalties are due to vendors. Handles problems with vendors with professionalism and courtesy. Monitors and processes Government Claims. Reviews quarterly use tax returns for submission to BOE. Prepares annual late payment penalty report for submission to DGS. Reviews reportable payments on a regular basis to ensure accuracy of 1099's issued. Reviews various reports on a regular basis. Uses analytical skills to determine the course of action to resolve errors encountered in Fl$CAL. Daily reviews and approves vouchers to issue checks from the Revolving Fund. Acts as subject matter expert and participates in various meetings, business process workshops and forums related to Accounts Payable. Completes all required training. Ensures vouchers are supported by valid invoices, purchase documents and approvals. Ensures contracts have sufficient funds before approving an invoice for payment. Monitors and evaluates staff performance. Prepares probation reports and annual performance reports. Conducts quarterly attendance reviews. Conducts regular staff meetings with Accounts Payable unit. Performs other duties as necessary, including front desk coverage and assisting with payroll processing.
Incumbent will also assist in front desk coverage, payroll processing and other duties as directed.

Opened in 1916, DSH-Metropolitan State Hospital is in the vibrant community of Norwalk,15 miles east of Los Angeles. To the south are entertainment venues like Disneyland, Knott's Berry Farm, the marinas and beaches of Huntington, Newport and Laguna. To the west are Palos Verdes and Marina Del Rey.
DSH-Metropolitan State Hospital has an open campus within a security perimeter. The hospital operates approximately 826 beds. The commitment categories of patients treated at DSH-Metropolitan: Lanterman-Petris-Short (LPS) Act, Incompetent to Stand Trial (PC 1370), Offenders with Mental Health Disorders (Penal Code Section 2964/2972/2974), Not Guilty by Reason of Insanity (PC 1026).

Minimum Qualifications
Applicants that believe they meet the Minimum Qualifications based on a pattern of education from classification description (specifications-see below) must provide a copy of your diploma/degree, unofficial transcripts, and/or certificate of completion along with your application (STD. 678) to be considered for this position.
Either Pattern I
One year of experience in the California state service performing the duties of a professional accounting class equivalent in level to Accounting Officer (Supervisor) or Accounting Officer (Specialist).
Or Pattern II
Experience: Three years of increasingly responsible professional accounting or auditing experience. For at least one year, this responsibility must have been at a level equivalent to supervising a staff in the operation of small-or medium-sized accounting system. [Experience in the California state service applied toward this requirement must include at least one year performing the duties of a class at a level of responsibility not less than that of Accounting Officer (Supervisor).] and
Education: Same as Accountant Trainee.
  • Equivalent to graduation from college, with specialization in accounting, or
  • Completion of a prescribed professional accounting curriculum given by a residence or correspondence school of accountancy, including courses in elementary and advanced accounting, auditing, cost accounting and business law, or
  • Completion of the equivalent of 19 semester hours of course work; 16 hours of which shall be professional accounting courses given by a collegiate-grade residence institution, including courses in elementary and advanced accounting, auditing, and cost accounting; and three semester hours of business law.

  • Foreign Degree or Transcripts
    Applicants with foreign degrees or transcripts who wish to apply that coursework toward meeting the minimum qualifications of the classification must provide a transcript evaluation that indicates the number of units to which his/her foreign coursework is equivalent. DSH accepts foreign transcript evaluations that are completed by one of the services listed on these webpages:

    • Association of International Credential Evaluators, Inc.
