About WSDOT
Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world's longest floating bridge, and recently completed the world's widest tunneling project. 
 
The Opportunity
WSDOT is currently seeking a Transportation Planning Specialist 3 to serve as a Statewide Planner for the Public Transportation Division. This position can be based anywhere in Washington, Idaho, and Oregon. In this role, you will conduct planning research, analysis, and assignments; work with stakeholders to develop content, findings, and recommendations; and produce reports, briefing papers, and presentation materials. Topics include public transportation, transportation demand management, human services transportation, special needs transportation, ridesharing, rural mobility, greenhouse gas emissions reduction, safety, access, and equity. The work has far-reaching effects on a wide variety of transportation programs at the state, regional and local levels. What to Expect
This position can be based anywhere in Washington, Idaho, and Oregon. There will be occasional in-state travel to attend meetings or conferences. 
 
Among the varied range of responsibilities held within this role, the Transportation Planning Specialist 3 will:

  • Perform critical planning and program evaluations and lead the division’s engagement in planning processes by developing proposals; developing division, agency, and statewide partnerships; analyzing proposals for effects on state, division and local plans and policies; and influencing agency and external plans. 
  • Independently plan and conduct statewide planning assignments; influence regional, local and corridor plans; and conduct advanced transportation studies. 
  • Engage communities, public transportation stakeholders, vulnerable populations in overburdened communities, businesses, employers and others in Transportation Planning activities. 
  • Determine the impact of federal, state, regional and local plans and regulations on the division and its partners and coordinate responses with internal and external stakeholders. 
  • Organize internal resources for delivery needs, or contract and manage consultant work efforts needed to complete planning projects.
  • Serve as policy specialist and subject matter expert on multi-function interdisciplinary teams formed to solve complex transportation problems.
 
Qualifications
To be considered for this opportunity, at least one of the following are required:
  • Three (3) years of experience in Transportation Planning; urban, regional, or land-use planning; engineering; public or business administration; economics; or analysis and evaluation of transportation issues and problems. An equivalent combination of education and experience, including volunteer or lived experience, can be used to meet this requirement. OR
  • Bachelor’s degree involving major study in transportation; landscape architecture; environmental or urban, regional or land use planning, engineering, public or business administration; economics, biology, natural or physical sciences; or public policy, political science, or administration. OR
  • Two (2) years as a Transportation Planning Specialist 2 or Transportation Engineer 2, Landscape Designer 2 or equivalent classification in city or county agencies.
 
In addition to one of the above, the following is also required:
  • Ability to work in a high-pressure environment and manage multiple projects/programs.
  • Ability to work independently or in large groups.
 
It is preferred that qualified candidates also have:
  • Demonstrated ability to lead teams to collaboratively make decisions, establish and meet timelines and deliver results. 
  • Track and analyze budgets, timelines, resources, contracts and organize and prioritize work despite tight deadlines, multiple customers and competing priorities. 
  • Proficiency using data and analysis, including geospatial applications and data.
  • Multiple years of experience in community engagement and public outreach including disadvantaged populations.
  • Experience developing transportation plans focused on public transportation, human services transportation, transportation demand management and/or active transportation.
  • Working knowledge of multimodal transportation networks, transportation best practices, industry standards, regulatory rules, agency policies and procedures related to complex transportation and land use issues. 
  • Demonstrated ability to evaluate and interpret law, complex regulations, policies, and guidance.

 Important Notes 

  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements. Information on other compensation types for non-represented positions can be found in Chapter 357-28 of the Washington Administrative Code.
  • This recruitment may also be used to fill additional positions per business needs.
  • This position offers remote work options, although occasional in-state travel may be required to attend and/or support meetings and conferences.

Insurance Benefits
Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.
Staff are eligible to enroll each year in a medical flexible spending account which enables them to use tax-deferred dollars toward their health care expenses. Employees are also covered by basic life and long-term disability insurance, with the option to purchase additional coverage amounts.

Dependent care assistance allows the employee to save pre-tax dollars for a child or elder care expenses.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.

As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 
Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
