Plans Program Supervisor
Emergency Management Program Specialist 4
Camp Murray, WA

Reporting to the Preparedness Section Manager, this position is the Plans Program Supervisor assigned to manage the emergency planning activities in the Plans Program area. This position is responsible to establish collaborative relationships with all entities conducting emergency response planning within or in support of the State of Washington, which includes state agencies, local jurisdictions, tribes, federal government, private sector, and non-governmental organizations.
This is a state agency civilian position and does not require military service affiliation.

Duties
Responsibilities include:
Prepare and update the State Comprehensive Emergency Management Plan (CEMP), monitor development and assist the Emergency Support Function (ESF) leads with updates. Monitor development and assist Annex leads with updates to state emergency planning.
  • Manage, develop, implement and maintain an emergency planning program.
  • Cultivate and maintain relationships with federal, state, local, and tribal stakeholders to optimize their ability to plan for, respond to, and recover from disasters.
  • Coordinate the state review of Emergency Management plans developed by state, local, and tribal Emergency Management for compliance with federal and state planning requirements.
Supervise five professional Emergency Management staff responsible for reviewing local CEMPs, providing technical planning assistance, and developing or supporting the development of the State's All-Hazards, Catastrophic, and Hazard-Specific Plans, to include other statewide emergency plans.
  • Monitor and manage staff's work activity to ensure work is conducted accurately in a professional, timely, and ethical manner.
  • Provide staff guidance on their work performance to include giving guidelines and providing performance instructions and feedback.
Develop and supervise the development of issue specific plans for additional emergency planning products.
  • Coordinate Emergency Management Division subject matter expertise review and feedback on proposed state legislation for emergency planning, continuity planning, hazardous materials, etc. bills as assigned.
Serve in the State Emergency Operations Center (SEOC) or Joint Field Office / Area Field Office (JFO/AFO) in support of an activation for an incident or event. Help to ensure the program or section maintains compliance with the Emergency Management Accreditation Program (EMAP) guidelines and is prepared for monthly scheduled audits.
Qualifications
REQUIRED QUALIFICATIONS
One year of experience as an Emergency Management Program Specialist 3 (EMPS 3);
OR
A Bachelor's degree AND five years of professional level experience in Emergency Management, financial management (grant, contracting, claims management, budgeting), training/education, public information/affairs, program/project management, environmental analysis/planning, civil/structural engineering, legislative affairs, and/or urban planning.
Additional qualifying experience will substitute, year for year, for the education requirement. A Master's or Ph.D. degree will substitute for one year of the experience requirement.
AND (in addition to the experience listed above. This experience may be gained concurrently with the professional level and/or EMPS 3 experience listed above).
  1. One year of lead and/or supervisory experience, and
  2. Two years of experience in at least two of the following:
  • Program management or committee work requiring frequent interface with executive level decision makers.
  • Operational experience in government or the private sector in Emergency, Critical Incident Management or Crisis and Risk Management.
  • Designing and implementing Emergency Management exercises, training classes, mitigation and preparedness programs.
  • Real incidents or events serving as an Incident Command System (ICS) Section Chief in a government or private sector emergency operations center.
  • Leading collaborative and diverse stakeholder planning groups over which you have no direct control where at least 50% of the planning group members are from Emergency Management, emergency response or manufacturing entities.
  • Crisis management or Emergency Management experience.
DESIRED QUALIFICATIONS
Experience:
  • Emergency planning which includes developing, updating and implementing emergency plans and procedures.
  • Government relations or corporate and community affairs.
  • Delivering executive level or equivalent level presentations to national, regional, local, Tribal, and statewide audiences of diverse stakeholders.
Knowledge of:
  • Federal, state, and local Emergency Management Programs and issues.
Skills and Abilities to:
  • Supervise, assign, guide, coach, and train planners and response agencies.
  • Explain complex or technical information regarding rules, regulations, policies, procedures, programs and/or services.
  • Use Microsoft Office Suite (Word, Excel, Outlook, PowerPoint, TEAMS, SharePoint, or similar software) to develop documents in support of program objectives.

Supplemental Information
Compensation: Wage/salary depends on qualifications or rules of promotion.
CONDITIONS OF EMPLOYMENT
Background Investigation:
Must successfully complete the appropriate background checks required for employment. Must be willing to sign releases of information and shall not have access to any investigative materials and files. The processing of background checks can take up to six months post-employment. Failure to successfully pass a background check may be cause for termination.
Union Shop Provision: This position is covered by a union shop provision - Washington Federation of State Employees.
Driver's License:
  1. Valid to drive in the State of Washington.
  2. Must meet requirements of the REAL ID Act. This is required for base access and will be required upon hire.
Military Facility: Willingness to work on a Military Controlled Access Installation.
Camp Murray uses the Defense Biometric Identification System (DBIDS) for entry to the installation. Must meet access requirements / background check which can be found in the ). This includes possession of an Enhanced Driver's License, or other REAL ID Compliant Identification.
Work Hours: A choice between a Tuesday through Friday (4/10 schedule): Monday through Thursday (4/10 schedule): or Monday through Friday (5/8 schedule). Actual hours will start no earlier than 6:00 am and end no later than 6:00 pm, and will include core business hours of 8:00 am to 4:00 pm.
Telework:This position may be eligible for some telework. The incumbent will work with their supervisor to identify an appropriate work schedule and balance between remote and in person work based on operational need and employee preference. Reporting to the workstation for work activities or participating in-person meetings will be needed.
Emergency Assignment: Upon activation of the State Emergency Operations Center (SEOC) or Joint Field Office (JFO), incumbent may be required to work in an alternate location with rotating shifts, including weekends and evenings, in a highly stressful and fast-paced environment.
Travel: Occasional statewide travel may be required up to 10% to include overnight stays.
