Job description

The Seattle Human Services Department (HSD) seeks a dynamic individual to join its Business Operations Team as a Planning & Development Specialist II. This position will work closely with operations strategic advisors to: 1) develop curriculum and job aids to train HSD's over 50 contracting, finance and administrative staff; 2) support HSD's robust investment processes investing millions of dollars into community-based human service; 3) support HSD's American with Disabilities Act (ADA) compliance; 4) other operations-related special projects.
HSD lives out its mission to connect people with resources and solutions during times of need so we can all live, learn, work, and take part in strong, healthy communities. As one of the largest contributors to Seattle's safety net, HSD is responsible each year for investing hundreds of millions of dollars to more than 200 community-based human service providers. The department works closely with its community partners, the public, and other nonprofit service providers to understand and address current and emerging human service needs, and to invest in the creation of a comprehensive and integrated regional human service system.
Currently this position will be performed via a hybrid work model with 2 days in office and 3 remote (days of week are flexible). The City will provide equipment and resources to support telework.

This position will work with dynamic professionals across the department and will contribute by:
  • Participate in strategic planning processes
    • Advise to ensure future state internal control practices are aligned with Federal, State, and city guidelines
    • Collaborate with the Business Operations team and Senior Leadership to prioritize assessments and internal control reviews in high-risk areas
    • Support the operations team in providing gap analysis results to HSD's executive/senior leadership regarding critical, complex issues with potential impact to policy, programs, and operations.
    • Coordinate the development of a compliance and internal controls escalation procedures
    • Utilizing the results of internal control assessments and current policy state of HSD to develop and maintain rotating calendar of policy and procedure review priorities.
    • May project manage specific items in the Business Operations plan
  • Supporting the development of internal controls materials across the department
    1. Streamlining training materials for Business Operations with a focus on contracting materials
    2. Designing a SharePoint site and content management for functions related contracts, funding, and quality assurance
    3. Designing and maintaining templates and related documents for business policies
    4. Serve as an internal controls policy process SME for HSD with a focus on the Uniform Guidance CFR, Federal, State, and City guidelines.
    5. Processing results of internal compliance reviews and audit outcomes to inform opportunities for internal control improvement
  • Work across HSD divisions to orient staff to changes and supporting training needs
    • Develop recommendations and tools to measure/improve internal practice
    • Coordinate, support and/or facilitate various trainings related to Business Operations
    • Design, plan, and execute the internal control and self-assessment training program
    • Create, design, and disseminate tools to facilitate division led internal control self-evaluations
    • Act as back up for policy staff as needed
Minimum Qualifications:
Education: A bachelor's degree in planning, urban design, environmental studies, public administration, or related field.
Experience: Two years of experience in planning and research related to land use, urban economics, human services, environmental issues, conservation (a combination of education and/or training and/or experience which provides an equivalent background required to perform the work in of the class).
Desired Qualifications:
  • Demonstrated ability to evaluate policies and procedures to provide recommendations or give advisement projects, issues, and directives.
  • Experience developing process and policy improvements in alignment with the Uniform Guidance CFR, Federal, State, and City guidelines.
  • Understanding of, and commitment to, racial equity and social justice
  • Ability to communicate effectively with a diverse range of stakeholders, including people with lived experience, policymakers, service provider partners, funding partners, and agency staff
  • Experience working in community-based programs or organizing.
  • Experience in non-profit, human services, public health or other public services
  • Strong analytical skills
  • Excellent writing skills

  • Strong and culturally competent communication skills

The full salary range for this position is $ 41.66 - $48.48 per hour.
