The Opportunity
WSDOT Eastern Region has an exciting opportunity in its Multimodal Planning Office for an enterprising forward-thinking senior-level Transportation Planner who has a passion for innovative and inclusive multimodal transportation solutions. As the Senior Transportation Planner (TPS 4) in Spokane, WA, this position will be leading a multidiscipline team to deliver inclusive practical solutions to advance the agency's goals, values, and mission. This position will lead, supervise, and take an active role in conducting a variety of multimodal planning efforts such as those required by federal law, state planning processes (including WSDOT's Complete Streets program), transportation modeling, data collection, system analysis, and major project planning. The Senior Transportation Planner actively engages in development of practical solutions by leading multi-disciplinary, multi-jurisdictional and multi-modal studies with the emphasis of advancing meaningful community engagement, inclusion, and practical solutions. This position will also be responsible for representing WSDOT in a variety of forums by interacting, coordinating, and maintaining positive and constructive relationships with other WSDOT departments as well as external agency partners including regional planning organizations, local jurisdictions, and other state agencies.

What to Expect
Among the varied range of responsibilities held within this role, the Senior Transportation Planner will:
  • Lead and guide major planning efforts in the WSDOT Eastern Region, including corridor/subarea studies and planning associated with Complete Streets implementation projects.
  • Lead and coordinate the development and assessment of multimodal practical solutions.
  • Lead WSDOT Eastern Region in the coordination and implementation of multimodal transportation analysis for planning efforts and region multimodal transportation projects including the use and supervision of various software analysis tools such asVISSUM, Sidra, Synchro, Highway Capacity Manual, safety analysis tools, and ArcGIS.
  • Supervise Transportation Planning and analysis staff and resources to ensure goals and objectives of multimodal programs and projects are met and delivered on time.
  • Serve as the region's primary steward of various multimodal data sets along with WSDOT's use of the MPO regional Travel Demand Model (TDM).
  • Collaborate with community partners and the general public by developing community engagement plans and assisting in community outreach efforts to develop inclusive and equitable multimodal plans, policies, and projects.
  • Assist partners in developing agreements for joint and shared studies.
  • Manage planning study Technical Advisory Committees (TACs) and executive committee meetings.
  • Assist the MPO in the development and update of regional TDM, as needed.
  • Manage the collection and maintenance of various multimodal data sets using various types of data collection equipment.
  • Develop Request for Qualifications (RFQ's) and scopes of work to obtain consultant services.
  • Develop and administer consultant contracts and oversee project management, as necessary.
  • Evaluate the work of the planning staff including annual performance management plans, reviewing and approving timesheets, reviewing and approving leave requests, and other supervisory responsibilities.
  • Train and mentor planning and other staff as necessary, with a focus on fostering an innovative and inclusive culture.

Qualifications
To be considered for this opportunity, the following are required:
  • A Bachelor's degree involving major study in Planning, Geography, Landscape Architecture, Engineering, Public Administration, or Political Science or related field.
  • At least three (3) years of professional transportation or land use planning experience.
  • Experience effectively communicating with others both written and orally.

It is preferred that qualified candidates also have:
  • Five (5) years of experience as a Transportation or Land Use Planner.
  • Three (3) years of supervisory or management experience.
  • Master's degree in Planning, Engineering, or Landscape Architecture.
  • American Institute of Certified Planners (AICP).
  • Experience leading transportation studies.
  • Experience with reviewing transportation analyses.
  • Experience leading inclusive community engagement efforts.
  • Experience managing consultants.
  • Experience with regional transportation modeling and traffic analysis.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
