Overview

Coupled with decades of radiological and nuclear materials expertise, advanced computing and threat analysis capabilities, and a broad fundamental science base, we are identifying and countering emerging threats that have significant impact at home and around the globe.
The incumbent is accountable for planning and implementing National Security-sponsored programmatic events, meetings, and workshops from initial identification, contracting, financial accounting, and final reconciliation closure for DOE National Nuclear Security Administration (NNSA) and related sponsor's programmatic events to support the relationships between the Laboratory, NNSA, and partner country personnel. The incumbent is accountable to the OR Group's Programmatic Events Management and Coordination Team Lead, the NSD Business Office, and assigned program or project managers.
Responsibilities
Provide technical expertise in the development, operation and implementation of security systems, operational security, nuclear material safeguards, vulnerability assessments, risk analysis, security policy, and critical infrastructure protection. Apply specialized knowledge of equipment and technologies deployed for physical security, WMD counter-proliferation, and interdiction operations. Develop and implement training, exercises, procedures, logistics strategies, concept of operations, planning, and assessment techniques and tools associated with the deployment, operation, maintenance, and sustainability of these systems. Conduct assessments, evaluations and analysis of these systems to support troubleshooting, forecast reliability and sustainability challenges, and identify opportunities for technological or operational enhancements. Utilize breadth and depth of knowledge related to national and international safeguards and security policies and guidelines in the development and implementation of security strategies. Areas of emphasis include program planning and management, system design and analysis, tactics and training, requirements definition, and operational sustainability. Serve as a technical subject matter expert for procurement, installation and maintenance of integrated systems, including identification of R&D opportunities associated with next generation security systems, counter-proliferation and interdiction technologies. Communicate with a wide range of federal, state, and local authorities regarding policies, requirements, and conduct of operations both domestically and internationally.
Duties include, but are not limited to:
  • Arranging for all modes of transportation, accommodations, and per diem and interpretation services via logistical contracts or workshop agreements.
  • On occasion, the incumbent is required to travel to the location of the programmatic event and act as the meeting coordinator to oversee the logistical arrangements. This requires the incumbent to interact with senior officials, foreign counterparts, NNSA, and other meeting participants. It often involves impromptu arrangements for special tours, receptions and other social events.
  • The incumbent serves as the principle point-of-contact for NSD project managers requesting planning and implementing of programmatic events and as the coordinator of communication between the host country and the programmatic event participants.
  • The incumbent will work directly with National Security Directorate contract specialists and Event Coordinators to negotiate interpreters, hotels, and logistics.
  • The incumbent pays for the majority of the workshop expenses via a P-Card which requires monthly reconciliation.
  • In addition, the incumbent prepares a detailed reconciliation at completion of the programmatic event that summarizes the P-card costs, and contracts funds expended.
  • The incumbent will work closely with the PNNL NSD foreign travel office and PNNL accounts payable and travel services to prepare required documentation for domestic and foreign programmatic event attendance according to DOE contractual requirements, DOE Orders and adherence to PNNL policies.
  • The incumbent will provide M&R (meals and refreshment) evaluation and guidance to foreign travelers about working lunches, refreshments, and conference room reservations in foreign countries. The incumbent will collect proposals from foreign hotels regarding meeting room, A/V, and interpretation equipment and will coordinate with Contracts for finalization of logistics via Travel Card or Contract. As necessary, will prepare M&R expense travel reports or collect required documentation for project files.

Qualifications
Minimum Qualifications:
  • BS/BA and 2 years of relevant experience -OR-
  • MS/MA or higher -OR-
  • AA and 12 years of relevant experience -OR-
  • HS/GED and 14 years of relevant experience
  • Qualifying experience in the following areas will be counted: Department of Energy, Department of Defense, Homeland Security, intelligence community or military that supports National Security or radiation detection/protection operations

Preferred Qualifications:
  • Background and experience with training, workshop, and exercise management and logistics
  • Experience interacting with international stakeholders
  • Ability to work in a fast paced environment and under pressure as needed
  • Knowledge of contracting principles
  • Knowledge of PNNL business office requirements for conducting events

Additional Information
This position requires the ability to obtain and maintain a federal security clearance.
Requirements:
  • U.S. Citizenship
  • Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance with 10 CFR 710, Appendix B.
  • Drug Testing: All Security Clearance positions are Testing Designated Positions, which means that the candidate selected is subject to pre-employment and random drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).

Note: Applicants will be considered ineligible for security clearance processing by the U.S. Department of Energy until non-use of illegal drugs, including marijuana, for 12 months can be demonstrated.
Testing Designated Position
This position is a Testing Designated Position (TDP). The candidate selected for this position will be subject to pre-employment and random drug testing for illegal drugs, including marijuana, consistent with the Controlled Substances Act and the PNNL Workplace Substance Abuse Program.
