The Texas Department of Family and Protective Services (DFPS) is currently seeking an Oracle Developer for a full-time position within the IT Data Management team. The Developer reports to the Data Management Manager within Information Technology Services (ITS). Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. This position performs advanced (senior-level) data systems analysis; data development; and on-going support of applications used by DFPS staff. Some work involves extraction, transformation and loading (ETL) of data into the agency data warehouse; data warehouse development; Data Administration; and coordinating the planning and analysis of user requirements, procedures, and problems to automate processing or improve existing systems.
As a member on the Data Management Team, the position requires strong knowledge of data warehouse development, ETL, Oracle, PL/SQL and SQL. Preferrable, the candidate should have knowledge of Informatica PowerCenter as well as business intelligence visualization tools such as Tableau.
The position requires an ability to communicate effectively, both verbally and in writing, and the ability to manage projects against established timelines with minimal supervision. This position also requires the ability to learn and apply new technology, work independently or in a team environment, and collaborate with all levels of staff within DFPS to satisfy business needs.

This position is classified as a full-time position (40 hours a week). Remote work options are available for workers living in Texas. Work outside of regular hours may be required; some weekend on-call duty may be required.
Essential Job Functions:
Performs analysis and research of application functionality and interprets requirements in order to support Application Development teams' development.
Practices current development methods/techniques and establishes development standards (which include coding standards, documentation standards, and testing standards) to ensure the quality and maintainability of code.
Reviews database change request to ensure they meet standards and are consistent with the structural parameters within the existing database environment and are tracked electronically
Supports application development team needs for new database structures and/or modifications to existing structures.
Designs, codes, and modifies extract, transform, and load (ETL) logic to populate Agency data warehouse and data marts in order to support Agency reporting.
Performs advanced data warehouse architect work which includes data warehouse design, data modeling, and metadata design.
Reviews all application database change requests to determine any (downstream) effect on warehouse ETLs.
Provides Database Administrator (DBA) support by verifying database structure changes have been applied correctly.
Communicates and/or collaborates with other department teams to coordinate development efforts.
Assists in the development and maintenance of documentation and ensures that the content of documentation is well organized, complete, and appropriate to the audience.
Ensures project schedules are met, and/or re-negotiated, and approved by customer and Team Manager prior to target dates.
Communicates progress and issues affecting work assignments to the Team Manager and/or Project Manager as soon as possible.
Manages work activities for short and long range performance assignments, communicating with management and other team members in a timely and effective manner.
Follows established Data Management Team code migration processes.
Mentors junior level staff in the development, testing, and deployment.
Consults the Data Dictionary for any dependencies and additional information that the Data Administration request may require.
Review explain plans for new or modified queries for performance and suggest alternative ways to resolve any performance issues.
Provides on-call support on a rotating schedule.
Develops and conducts presentations, and communicates technical information to all areas of the agency management, including customers, and technical and/or non-technical staff.
Reviews and analyzes legislative bills related to the application/system and when applicable, provides a cost estimate and potential impact analysis.
Stays current on the latest technology updates and development techniques for the applicable area(s) of responsibility. (May be accomplished via books, periodicals, Internet, conferences, and training.)
Adheres to all Texas Department of Family and Protective Services HR policies, performs related work as assigned and attends work on a regular and predictable schedule in accordance with agency leave policies and to maintain unit operations.

Knowledge Skills Abilities:
Expert knowledge of Oracle databases with some of that experience being Exadata is preferred.
Knowledge and experience with the Software Development Life Cycle (SDLC) and project planning
Knowledge of UNIX and shell scripting is preferred.
Knowledge of Oracle SQL and/or PL-SQL.
Knowledge of Informatica PowerCenter is preferred
Knowledge of database object migration/validation tools is preferred
Knowledge of Informatica or similar tool is preferred
Knowledge and understanding of ETL development, monitoring, batch or data processing in an automated scheduled environment is preferred.
Skill in understanding and implementing database change requests.
Skill with Microsoft Office tools, particularly with Word, Excel, PowerPoint, Visio, and SharePoint.
Ability to document issues, risks, and defects.
Ability to communicate effectively in a technical environment, including on-the-job training with coworkers, project team members, and IT management
Skill in interpersonal relationships, including the ability to work with people under pressure, negotiate among multiple parties, resolve conflicts, and establish and maintain effective working relationships with various level personnel in governmental entities.

Graduation from an accredited four-year college or university with major coursework in information technology, business, computer information systems, management information systems, or a related field. Work experience may be substituted for education on a year-for-year basis.
