As a Project Manager Supervisor, you'll lead IT projects, manage data modernization efforts, and provide indispensable guidance on high-visibility, high-risk endeavors like the COVID projects. As you employ your expansive knowledge spanning various IT disciplines, you'll mentor teams, introduce innovative solutions, and foster collaborations with other agencies. Moreover, you'll champion the Department of Health's mission by elevating IT project management, optimizing project quality, and ensuring that every endeavor aligns with both State and Federal standards. This position is the catalyst, ensuring that intricate and vital projects are delivered on time, within budget, and in service of Washington State's health.

Responsibilities:
  • Direct and manage project teams using established project management methods, Lean principles, and devise new processes for complex challenges.
  • Provide leadership for the development and delivery of DMI efforts, overseeing and coordinating COVID and other emergency response projects.
  • Manage data modernization projects, including overseeing multiple teams for data migrations, requirements, and quality assurance.
  • Support business project teams and manage TechOps technical teams, determining required resources and managing them effectively.
  • Develop project plans, timelines, and coordinate cross-agency teams to ensure quality, performance, and budgetary measures are met.
  • Identify, manage, and mitigate project-related risks and advise senior leadership, including the CIO.
  • Implement customer support and communication strategies, collaborating with internal and external stakeholders.
  • Represent the department in inter-agency collaborations, attend and participate in relevant conferences and trainings.
  • Oversee staff performance, training, and development, leading technical IT teams and cross-divisional project groups.
  • Ensure compliance with federal and state standards and conduct project risk and security assessments.
  • Prepare approval documents for external agencies.
We're seeking a highly skilled and innovative individual with a proven track record in project management and team leadership. Your experience must have been gained from full-time equivalent work and may have been acquired through a combination of education and experience. Additionally, your experience can substitute for education AND/OR advanced education can substitute for experience on a year-for-year basis.
Essential Requirements and Qualifications
  • One (1) or more years of experience as an IT Supervisor or Team Lead
  • Five (5) or more years of experience as an IT Project Manager of high-risk projects
  • Five (5) or more years of experience managing and controlling IT project budgets of at least $1 million dollars.
  • The following qualification options require that you have the designated years of experience in IT Project Management:
    • Option 1: Eleven (11) years of experience.
    • Option 2: Associate's degree + Nine (9) years of experience.
    • Option 3: Bachelor's degree + Seven (7) years of experience.
Desired Skills and Experience
  • A Bachelor's degree or higher in computer science, Informatics, Information Systems, or related discipline
  • Experience developing and implementing data migration plans and managing large, complex, data migration projects.
  • Experience in developing Requests for Proposals (RFPs), Request for Information (RFI), Request for Qualifications (RFQs), and monitoring resulting contracts.
  • Project Management Certification (PMP) or equivalent

Work Location and Flexibility:
Our approach to work is flexible. This is a Homebased position, and you will primarily work remotely with an occasional on-site presence at the DOH office in Tumwater, WA. We're extending our reach to include remote applicants from across Washington State, the Oregon/Washington border, and the Idaho/Washington border.
