Position Description


Tacoma Public Utilities (TPU) is looking for a skilled Instructional Designer.  Under the direction of the Training & Performance Optimization Manager, this position would support the design and development of training for the Customer Services Division of TPU.  The Instructional Designer will collaborate with all divisions within TPU to collect requirements and produce a variety of training materials including eLearning, videos, graphics and documentation.
 
Ideal Candidate:
The ideal candidate will lead the needs assessment, design and development of training materials to deliver information related to policies, procedures, best practices, and program implementations for Customer Service's staff.  They should have proven collaborative skills, stakeholder and subject matter expert management experience.  They will have a broad set of design skills and ability to use software such as Articulate 360, Vyond, Canva, and Learning Management Systems.
Primary Duties:

  • Conduct needs assessments based on identified department needs
  • Align programs with the organizational goals and vision of the department
  • Design and develop sustainable eLearning using best practices in adult learning and agile training development
  • Build strong relationships with subject matter experts and stakeholders to ensure a successful project delivery
  • Update existing training to meet current training expectations
  • Provide input in the selection of training and development materials
  • Consider how this organization structures the career process of employees and ties career development into succession planning and/or strategic planning
  • Participate with management to improve the organization's visioning, empowering, learning, and problem-solving processes
  • Provide organizational change management support to Customer Services projects

Qualifications

Minimum Education*
Bachelor's degree in business or public administration, communications or directly related field

Minimum Experience*
4 years of progressively responsible customer service experience.

*Equivalency: 1 year of experience = 1 year of education

Other Employment Information
Direct Deposit: Employees are paid on a bi-weekly schedule by direct deposit.
Salary Increases: Based on satisfactory job performance, the City provides for a regular progression of salary increases for most classifications according to the salary schedule.
Union Affiliation: Many job classifications are covered by union security provisions which require union membership, dues, or payment of equivalent service fees.
