TITLE:Human Resources AdministratorQUALIFICATIONS: - Bachelors degree or comparable educational experience (degree or certificate in Human Resources, business, management, public administration, or related field)- PHR/SPHR or SHRM-CP/SCP certification preferred- At least 3 years working experience in a senior Human Resources position in a public school and/or public section environment- Familiarity with DESE MA educator licensing requirements- Possess strong computer skills and effectively use computer software, including all applications in Google Suite, Microsoft Word, Excel and PowerPoint- Expertise in managing Human Resources related functions, plus experience in researching and maintaining compliance with applicable laws and regulationsSuch alternatives to the above qualifications as the Executive Director may deem appropriate and acceptable.SKILLS AND KNOWLEDGE/ABILITIES REQUIRED FOR THE POSITION: - Working knowledge of Federal and State employment laws and regulations, including FMLA- Past experience working with unions and/or administering employee contracts, along with experience establishing, maintaining and modifying human resource and benefit administration systems and processes.- Ability to work independently and to adapt to changing work priorities to meet goals- Ability to maintain confidentiality in all matters - Consistent demonstration of excellent interpersonal, written and verbal communication skills- A working style that consistently evidences initiative, tact, discretion, and sound judgment.- Excellent attention to thoroughness, accuracy and detail, and the ability to multi-task with skill and efficiency, while adhering to timelines- Demonstrates a strong work ethicREPORTS TO: Executive Director TERMS OF EMPLOYMENT/SALARY/WORK YEAR: Full-time, 12 month position with a competitive benefits package and a salary commensurate with experience and qualifications. $95,000 - $110,000 per yearPOSITION DESCRIPTION: The CASE Collaborative is looking for a Human Resource Administrator to provide leadership to central office administrators, program directors and staff regarding the day-to-day and long range management and oversight of the Human Resources functions and provides assistance concerning human resource related issues, such as employee resources, staffing, interpretation and implementation of local state and federal employment laws and MA DESE directives. The Human Resources Administrator provides leadership to the collaborative in all human resource functions.MAJOR RESPONSIBILITIES: - Oversee the day-to-day HR operations (benefits, employee relations, payroll, compliance, etc.) and the functions of the central office staff- Keep current on all legislation and regulatory developments which impact the collaborative in personnel matters- Knowledge and understanding of HR laws and regulations and to ensure compliance with applicable State and Federal employment laws and regulations- With information from the Program Directors, anticipates and plans personnel needs in all programs in conjunction with the Executive Director- Oversee the recruitment and retention of staff, staff roster lists, and onboarding process for all new hires- Oversee processes associated with background checks for applicants and current staff and review employee CORI and fingerprinting results and generate suitability letters as necessary- Oversee and assist in the hiring of staff by posting and advertising positions, accounting for position vacancies within the collaborative, reviewing candidates, and onboarding new hires in conjunction with the Executive Director- Oversee substitute recruitment efforts- Maintain familiarity with all collective bargaining agreements and be able to interpret and apply contractual guidelines and parameters to any relevant employee matter, and participate in collective bargaining negotiations, as may be assigned by the Executive Director- Serve on Collaborative Sick Bank Committee, as may be assigned by the Executive Director- Recommend personnel policies and procedures in compliance with MA DESE, MA state and federal laws on an ongoing basis.- Supervise the management of all confidential personnel files and other assigned files of record. - Provides guidance on employee discipline and lead high-level investigations- Keep the organization in compliance with employment and labor law requirements at the federal and state level.- Analyze staffing, retention, onboarding and other talent data to inform strategic decisions for the collaborative.- Prepare new and update job descriptions as needed- Provide orientation and induction training for new hired staff- Oversee and work with the HR Specialist in the processing of workers compensation claims - Respond to employee questions regarding benefits and salary- Benefit management including, Health, Dental, Life, LTD coverage, Teacher and State Retirements- Oversee and work with the HR Specialist in regards to the data collections and compliance of PowerSchool, EPIMS data for staff information- Oversee and work with the HR Specialist with the processing of employee leave requests (i.e., FMLA, Maternity, Paternal, etc.) from written notification, approvals, filing through closure, and communication with payroll and ensure all leave requests comply with - collective bargaining agreements or collaborative policies, and applicable Federal and State Laws- Work with the HR Specialist to ensure that all Sick Days, Vacation Days and Personal Business Days are accurately accounted for during the fiscal school year and oversee the renewing of the aforementioned time off categories- Oversee employee personnel records with new hire information and/or changes in employment status.
Maintain effective compliance for applicable federal and state employment regulations with regard to employment records.- Maintain relationships with professional/community organizations (MOEC and other groups)- Represent the Human Resources function by attending any and all meetings as required by the Executive Director- Represent the Collaborative at career fairs and seminars- Perform other related tasks or duties at the discretion of the Executive DirectorPhysical Requirements: The position requires a moderate amount of walking, standing, and sitting. Activities include minimal exertion in body movement such as reaching, bending, twisting, grasping, pushing and pulling of objects. The position requires lifting of 20 lbs. on an occasional basis.
There is a requirement of fine manipulation associated with the use of a keyboard.Environmental Conditions: The occupant works indoors in a normal office space environment.
