ADMINISTRATOR OF HUMAN RESOURCES


The Waltham Public School District is seeking an Administrator of Human Resources. This position is responsible for leading the Office of Human Resources and directing the processes for the recruitment, hiring, orientation, retention, benefits administration, policies and procedures administration, and evaluation of all personnel in the Waltham Public Schools.
Qualifications: Qualified applicants must forward cover letter, resume, transcript, as well as three current letters of recommendation. A minimum of five years experience in the Human Resources field.
Education, Training and Experience

  • A Master’s Degree in an appropriate field
  • Highly motivated, self-starter who can work independently and without extensive supervision
  • Ability to identify problems, analyze situations, develop potential solutions, and collaborate with a variety of school and non-school personnel to reach consensus in a highly professional manner
  • Ability to use data and consolidate information to develop reports and responses to request for information
  • Strong commitment to customer service and a genuine interest in helping staff perform at high levels

  • Previous experience in the field of Human Resources in either the public or private sector as a manager or director
  • Such alternatives to the above qualifications as may be found appropriate by the Superintendent of Schools

Description of Duties:

  • Works cooperatively with the Superintendent and other administrators to recruit qualified staff for all positions
  • Facilitates district representation at local and regional recruitment and hiring fairs and other similar events
  • Develops, implements, and evaluates a process for increasing the diversity of personnel in the district. Seeks and manages grant opportunities that support these efforts.
  • Works cooperatively with principals and directors in managing the hiring process for all staff
  • Provides ongoing and sustained Human Resources support to building principals to assist them with the day-to-day operation of their schools
  • Provides on-going support to faculty and staff on human resource related issues
  • Creates and maintains job descriptions for all positions
  • Works cooperatively with the Assistant Superintendent for Teaching and Learning to design and implement orientation and mentoring activities for new staff
  • Works cooperatively with the Superintendent to coordinate the recruitment and hiring process for building principals and central office administrative positions
  • Works cooperatively with the Assistant Superintendent for Teaching and Learning, the Assistant Superintendent for Pupil Services, principals and directors to develop assignments for preK-12 staff
  • Provides leadership in the development and implementation of Human Resources information, collects district-wide data, fosters continuous improvement in administrative technology systems and initiates progressive technology-based administrative and business practices
  • Oversees the management of all staff personnel files
  • Creates, implements, and updates personnel policy handbook
  • Reviews requests for personal days and extended leaves of absence
  • Oversees and is accountable for the process by which data of personnel and students are managed and submitted to the Massachusetts Department of Elementary and Secondary Education (DESE)
  • Manages Family Medical Leave Act (FMLA) process and other leaves of absence requests
  • Directs the process to hire, deploy, and evaluate paraprofessional staff, technology support staff, secretaries, cafeteria workers, before/after school program staff, and substitute teachers, custodial staff
  • Oversees the implementation of the evaluation process for all staff
  • Works cooperatively with the Assistant Superintendent for Finance and Operations and payroll staff to ensure accurate information is processed in a timely manner
  • Oversees licensing requirements, including the waiver process, for district staff consistent with DESE regulations
  • Cultivates and maintains positive relationships with colleges and universities in the area of teacher recruitment
  • Supports the School Committee in contract negotiations in the district
  • Negotiates individual employment contracts
  • Works cooperatively with the School Committee, the Superintendent of Schools and the Assistant Superintendent for Finance and Operations in developing wage and benefit programs
  • Provides ongoing administration and interpretation of all collective bargaining agreements, including reduction in force and the non-renewal of staff
  • Serves as the district’s resource in personnel management as it pertains to the provisions of the law
  • Manages the district’s CORI and Fingerprinting process for staff and volunteers
  • Provides regular information and training to staff regarding sexual harassment and related civil rights policies and procedures
  • Oversees staff-related data reporting as required by DESE
  • Ensures compliance with the Americans With Disabilities Act (ADA)
  • Coordinates the district’s Employee Assistance Program
  • Serves as the district’s fringe benefits officer
  • Works cooperatively with the City of Waltham Human Resources Office to oversee all cases related to unemployment and worker’s compensation
  • Works cooperatively with the City of Waltham Human Resources Office to coordinate the civil service hiring process
  • Conducts exit interviews to gather pertinent data and ensure compliance with all labor laws
  • Works cooperatively with the Assistant Superintendent for Teaching and Learning on the implementation of the Educator Evaluation System including the review of data for decision-making
  • Advises the Superintendent in areas of responsibility and initiates programs, proposals and activities to improve services and/or increase the efficiency of the school district
  • Prepares reports to support School Committee decision making
  • Functions as a district leader and member of the central office team
  • Attends meetings where information concerning district Human Resources is necessary
  • Promotes and communicates the district’s annual goals and priorities with school constituencies
  • Participates in the district budget preparation process to support district instructional goals
  • Provides equal educational and employment opportunities to all individuals regardless of race, color, gender, age, religion, national origin, disability or sexual orientation
  • Makes presentations as necessary to the instructional and support staff, the School Committee and community groups
  • Conducts investigations and hears grievances as needed
  • Experience with conflict resolution strategies
  • Performs all other tasks as assigned by the Superintendent


Salary: $125,000- $140,000
