Human Resources Generalist 2

Overview: This position is Human Resource Generalist for the Department of Military Affairs (DMA) Director's Office. The position is responsible for providing HR support to the agency in a variety of areas, including recruitment and selection; new hire and onboarding processes, pre-employment drug testing and background checks, administer and coordinate FMLA and workers compensation, track performance management, training and career development.

Human Resources activities: 

  • Writes and reviews job descriptions and/or classify positions within guidelines as a state trained classifier.
  • Reviews classification requests and performs job analysis, evaluation, and documentation of decision, and consults with agency managers to explain decision.
  • Respond to classification and compensation appeals.
  • Develop, implement and coordinate the recruitment and selection activities, serves as primary recruitment contact.
  • Performs general recruiting activities such as developing interview questions by consulting with hiring manager, preparing vacancy announcements, serving on selection committees to provide input on the selection of candidates based on qualifications and interviews, conducting reference checks, communicating results with hiring manager, sending appropriate correspondence to successful and unsuccessful applicants.
  • Conduct or coordinate new employee orientation and onboarding activities, via state software system and in-person consultation.

Training and Communications activities:

  • Design, conduct and/or coordinate on-line and in-person training and development programs to improve individual and organizational performance.
  • Coordinates and implements an effective safety program, serves as DMA Chairperson. Updates the DMA Safety & Preparedness Plan, to manage safety risks and comply with the MT Safety Culture Act and OSHA regulations.
  • Develops, coordinates, and implements safety elements into the new employee safety orientation program.
  • Works with DMA Anti-terrorism Program Coordinator to understand any unique safety risks and vulnerabilities found within DMA's work environment as well as the facility's capability for handling emergency situations.
  • Works with MT State Fund representatives and manages funds awarded to purchase new safety equipment, train employees, create promotional materials, etc.
  • Develops assessment methods such as questionnaires and surveys and gathers information to determine needs of Department staff. Delivers or may coordinate training sessions for staff.
  • Coordinates with agency managers and tracks completion of paper and HR software performance evaluations, discipline actions and employee training. Provides HR information system and adhoc reporting as needed.
  • Assist in maintaining agency internet, intranet and/or social media platforms, may assist in related policy development and interpretation. Assist in promoting or creating an intended public image for agency and its programs.

Minimum Qualifications (Education and Experience): 

  • Requires education and experience equivalent to a bachelor's degree in Human Resources, business administration, public administration, or a related field and; 
  • Two (2) years of Human Resources or closely related experience.

Required knowledge, skills, and abilities:

  • Requires knowledge of the principles and practices of Human Resource administration. This includes knowledge of training and needs assessment methodologies; instructional methods and evaluation processes; recruitment and selection methods and techniques, knowledge state classification policies and procedures, occupations, analytical and writing ability, and interviewing and job analysis methods and techniques.
  • This position requires skill in the operation of computers and business software applications; the operation of general office equipment.
  • This position requires the ability to analyze information to make sound recommendations and decisions; develop and organize programs and procedures; and communicate effectively with a variety of audiences with different levels of understanding of the subject matter.
  • Requires the ability to perform all duties in a safe manner, following DMA Safety Program and OSHA requirements. Requires a demonstrated ability to work and engage in diverse working environments.

  • Must be able to pass a background check
  • Must have a valid driver's license
