Human Resource Business Partner I

The Idaho Division of Human Resources (DHR) is seeking a Human Resource Business Partner I. This announcement will be used to fill a classified position located at the Idaho Department of Correction (IDOC) that will be in Boise, ID. This position will provide support for IDOC and will work collaboratively with the Idaho Division of Human Resources.
Summary:
To provide Human Resource services in one or more of the following areas: consultation and training on Human Resource related topics, application review and candidate testing, recruitment, job analysis and classification, benefits and leave administration, relevant program administration; perform related work. This position may provide support to multiple agencies.
Responsibilities:
- Consulting with and advises employees and/or management on Human Resource matters
- Conducting in-depth interviews and research in a variety of HR areas, reports findings and makes recommendations to management
- Completing job analysis, identifying classes of work and job requirements, develops job descriptions, or recommends appropriate classification
- Assisting in the development and implementation of the recruitment process: reviewing and generating job descriptions, posting announcements, managing the hiring process, providing information on career opportunities and guidance to hiring managers on selection practices
- Recommending personnel policy and procedure changes and updates
- Reviews personnel actions and employment activities for compliance with federal, state and agency rules, policies and procedures
- Determining eligibility and administers benefits
- Coordinating, conducting and facilitating employee orientation and other Human Resource training
- Performing or overseeing preparation and submittal of personnel, payroll and benefits documents
May process payroll and perform related functions
Distinguishing Characteristics:
This is the second level in the Human Resource job family. At this level incumbents operate independently with routine practices, make recommendations for process changes, and consult with HR leadership regarding complex issues outside of standard procedures.
Minimum Qualifications:
Some knowledge of:
- Human resource administration
- Equal employment opportunity concepts and legal requirements
Experience:
- Interpreting, explaining, applying laws, regulations, and policies
- Counseling employees on Human Resource matters
Supplemental Information:
This position may require occasional statewide travel.
