East Bay Municipal Utility District (EBMUD) invites qualified applicants to apply for this Limited Term (LT) (up to two years) position in the Human Resources (HR) Department. EBMUD has started work on the Human Resource Information System (HRIS) Replacement Project to update HRD technology including core HR and Retirement functions. This position will focus on business analyst activities geared towards the implementation of new HR systems and business process reengineering and enhancements.
This position will focus on the management of contracts that will soon be handed over from ISD to HRIS to manage (i.e., OnBase, Samba, etc.). This person will assist with serving as SME, communications and training lead for HRIS as it relates to current projects including but not limited to the HRIS Replacement, Pension and other projects that are underway. This position will also cross train and support the current HRIS Analyst II, Sr.
HRIS Analyst and HR Techs with the following work: Foundational table maintenance, Data Request, Compliance Reporting, Data Integrity/Audits, System Enhancement coordination, requirements gathering, testing, key SME for HRIS/FIS replacement projects, provide ongoing system support (HCM, ETS, NeoGov, TMS, etc.). This additional analyst level support will ensure the unit is prepared and has bandwidth to engage with HR Technology implementation teams. Typical responsibilities include:Building test scripts.Reviewing and understanding work group business processes based on Business Process Review documentation.Auditing, reviewing, editing and scrubbing data as necessary for conversion.Providing orientation and technical training to primary and secondary HRIS users in system capabilities and usage.Documenting report parameters including electronic location, description, and linkages to other programs, screen format and explanatory comments to ensure that customization is not lost when new system releases are installed.
Testing and reporting the results of transaction testing to implementation staff during system implementation; evaluating theimpacts and results of modifying applications and installing system upgrades on established reports, screens, and web applications; proposing mitigations and customizations to other team members and department users to ensure continued system effectiveness and responsiveness. Building, consolidating, reviewing, auditing, scrubbing, and preparing EBMUD HR data in a format able to be loaded to new systems.Modifying or updating application tables and established production reports during conversion process from one system release to another.Writing SQR's to produce standard production reports that are run on a regularly scheduled basis. Writing ad-hoc queries and one-time reports as assigned.Assisting in providing consultation to departmental representatives on IT approaches and options available to address user needs; assisting in developing specifications for new or modified applications considering data and work flows, logical processes, and reporting requirements.EBMUD is an Equal Opportunity Employer.
