Job Title: Human Resources Representative
Department: Harris County Tax Assessor Collector & Voter Registrar's Office (HCTO)-Human Resources
Hours/Location: Monday-Friday; 7:45 am-4:45 pm; Downtown, Houston, TX
Salary: $22.50 per hour; Non-exempt
Reports To: Director of HR
POSITION PROFILE
The Human Resources Specialist supports the operations of the Human Resources Department to include, but not limited to: Bi-weekly payroll, maintaining and updating the payroll/employee personnel system using PeopleSoft, maintenance of personnel files, processing of new hire paperwork, and other duties as indicated below.
JOB DUTIES AND RESPONSIBILITIES
- Maintains and updates PeopleSoft through keying new hire data, separation data, employee changes, payroll entry, etc.
- Prepare supplemental payrolls reflecting changes made to a payroll after it has been certified
- Answer employee questions regarding payroll, benefits and FMLA
- Is responsive to requests in a timely manner. Follows-up when answers are not available immediately. Elevates requests to the appropriate individuals when an answer is not readily available. Displays genuine interest and respect for people and their concerns
- Prepare Worker’s Compensation Employer’s Report of Injury forms as needed
- Generates reports from PeopleSoft as needed for management & HR use.
- Assist with keeping posters current to comply with federal, state and local employment laws
- Provide overview of Tax Office policies and benefits prior to Risk Management’s New Hire Orientation
- Cross-train on other function relative to the Human Resources team
- Serve as backup in the absence of another Human Resources team member
- Maintain HR database
- Maintains personnel/medical files for Tax Office employees
- Processes new hire paperwork and change of status forms
- Other duties as assigned
QUALIFICATIONS
- Requires high school diploma or equivalent from an accredited institution
- Minimum of 2 years of related full time paid work experience, preferably in the field of Human Resources
- Proficient in Microsoft Word, Excel, Outlook and Access
- Demonstrated ability to work in a team environment
- Must have professional demeanor and appearance with ability to communicate with all levels of management
- Demonstrated ability to manage multiple concurrent assignments; prioritize, organize and coordinate projects
- Must have ability to build positive relationships with coworkers, vendors and clients

- Ability to handle and maintain a high level of confidential information with great sensitivity
- PC experience with proficiency in 10-key
- Possess strong communication skills, tact and diplomacy
- Dealing with employee conflicts and differences by interpreting verbal/non-verbal behavior, understanding and valuing employee differences
- Proficient working knowledge of computer, office equipment and related software comprised of Microsoft Word, Excel, and Outlook
- Must be able to work independently and function effectively in a team-oriented environment
- Critical thinking and complex problem-solving skills are a must
- Excellent reading comprehension and verbal/written communication skills
- Exceptional organizational, customer service and telephone experience.
- Ability to work on multiple assignments and establish work priorities

WORKING CONDITIONS, MENTAL AND PHYSICAL DEMANDS
- Typically, an office environment with adequate lighting and ventilation, and a normal range of temperature and noise level.
- Minor physical effort required, which may involve long periods of standing, walking, bending, reaching, stretching, climbing, lifting up to 30lbs or similar activities (e.g., filing, delivering, sorting)
- New alternatives may be developed to resolve problems.
- A frequent volume of work and deadlines impose a strain on a routine basis.
- Regular application of basic skills (calculator, keyboard, hand tools, eye/hand coordination)
