This position is in the, Department of Energy Office of the Inspector General, Office of Management and Administration, Human Capital Management Division. As a HR Specialist (Recruitment & Placement/Classification), you will perform complex human resources work requiring knowledge, skills, and abilities of recruitment and placement; classification; position management; compensation; and strategic planning.Qualifications:
SPECIALIZED EXPERIENCE REQUIREMENTS:
To qualify for the GS-12 candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) in the Federal service. Specialized experience must reflect all of the following:
- Provide full range of recruitment and placement services to include processing of personnel actions, job offers, Conditions of Employment (COE)s, certificate of eligibles (Delegated Examining), and referral lists (Merit).
- Research and analysis of HR concepts, practices, laws, regulations, policies, and precedents sufficient to provide advisory and technical services on substantive recruitment and placement functions and best practices.
- Experience with special hiring authorities, job analysis, qualification determinations, and pay setting/compensation.
- Resolution of staffing concerns by coordinating efforts between internal staff and servicing offices.
- Provide advisory services in the areas of Recruitment & placement, classification, and position management.
- Development and implementation of strategic plans for the enhancement, improvement, maintenance and future development of HR staffing programs and workforce development.
- Expertise with staffing, special hiring authorities, qualification determinations to include Delegated Examining, pay setting/compensation, and processing of personnel actions.
- Resolution of complex staffing and classification issues by coordinating efforts between internal staff, customers, and external agencies.
