The State Highway Administration (SHA) is recruiting for an HR Special Programs Coordinator (HR Analyst I) position in the Office of Administration, Employer-Employee Relations Division in Baltimore City. This is a position-specific recruitment and is open to anyone who meets the minimum and selective qualifications listed below. The resulting list of eligible candidates will be used to fill this vacancy or function only. You will need to reapply for any future recruitment conducted for this job classification.
Nature of Work: The HR Special Programs Coordinator will be responsible for the administration of the SHA Substance Abuse Program and ensure agency compliance with 49 Code of Federal Regulations, the MDOT Substance Abuse Policy and the Governor's Executive Order 01.01.1991.16. This position will train and direct over 100 Administration Technical Representatives (managers/supervisors) on the SHA Substance Abuse Program, develop and follow procedures and policies to ensure compliance, interpret applicable state and federal policies, recommend corrective measures for violations of policy and work to exceed drug and alcohol testing quotas which impact federal funding to SHA and/or could result in compliance penalties. This position will serve as the technical expert by testifying in hearings to defend management's actions and providing overall guidance to the entire Maryland Department of Transportation and outside agencies on federal and state substance abuse policies. This position will serve as the Substance Abuse Coordinator (SAC)/Designated Employer Representative (DER).
The incumbent will coordinate SHA's Employee Assistance Program (EAP) by promoting the program, identifying work performance related issues, and recommending opportunities. This position will explain the program, eligibility, processes referrals, and act as liaison between SHA management and the Department of Budget and Management Statewide EAP Coordinator. Additionally, this position will act as an Attendance Control Officer by reviewing and approving/denying management's request to place employees on the One Day Doctor's Certificate Requirement in accordance with Transportation Service Human Resources System (TSHRS) policy and providing training to management and supervisors of the requirement.

Qualifications
Minimum Qualifications:
Education: Possession of a bachelor's degree from an accredited college or university.
Experience: One year (1) of professional HR work in the areas of either job analysis, job evaluation, salary administration, employee recruitment and selection, employment services and benefits, employer-employee relations, HR program evaluation, or HR policy formulation.
Selective Qualification: One (1) year of this experience must have involved work in an employee compliance or safety program. This statement contains a selective qualification, which is more focused in scope than the minimum qualifications for this classification. Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill or abilities).
Notes:
1. Thirty graduate semester credits from a college or university in the fields of HR administration, business administration, public administration, statistics, tests and measurements, or psychology may be substituted for one year of experience.
2. Paraprofessional HR experience or professional HR management work experience may be substituted on a year-for-year basis for up to four years of the required education.
3. For employer/employee relations positions, applicants may substitute the possession of a Juris Doctor or equivalent degree from an accredited school of law for the required experience.
4. Candidates may substitute equivalent U.S. Armed Forces military service experience on a year for year basis for the required education and experience.
Licenses & Certifications
Candidate must possess a motor vehicle operator's license valid in the State of Maryland.
