LOCATION OF POSITION

MDH, PHPA, Center for Injury and Violence Prevention, Baltimore, MD

Main Purpose of Job

This position plans, implements, evaluates, and promotes CDC-funded sexual violence prevention program initiatives under the CDC Rape Prevention and Education (RPE) Program. Serves as the prevention coordinator for the Rape & Sexual Assault Prevention Program, develops and monitors contracts/grants/agreements, and provides coalition-building, technical assistance, educational resources, and training for state, local, and community partners. Coordinates the completion and submission of reporting-related deliverables and tracking of activities and expenses. Develops, maintains, and promotes sexual and intimate partner violence prevention through various health communication methods including websites, emails, handouts, presentations, and social media to meet the needs of internal and external partners. Serves as liaison between the MDH and local sexual and intimate partner violence prevention programs and represents the Department at statewide meetings and conferences to build and maintain partnerships. Prepares program reports related to sexual violence prevention for submission to senior management, CDC, and partners. Collects information and resources for senior managers to respond to legislative bills as required. Performs other related duties as assigned, such as tasks to: further health equity and violence prevention, improve systems and processes, address shared risk and protective factors, and respond to emerging public health issues.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university in Public Health Education, Community Health Education or Health Science.

Experience: Two years of experience planning, developing, implementing and promoting health education projects.

Notes:

1. Candidates may substitute a Bachelor’s degree from an accredited college or university with a minimum of 18 credit hours in Public Health Education, Community Health Education, Health Science or related behavioral science and three years of experience planning, developing, implementing and promoting health education projects for the required education and experience.

2. Candidates may substitute a Master’s degree in Public Health, Community Health Education, or Health Science for the required education and one year of the required experience.

3. Candidates may substitute a Doctorate degree in Public Health, Community Health Education, Health Science or Public Health Policy for the required education and experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Educator and Community Health classifications or Health Educator and Community Health specialty codes in the Public Health field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred candidates should possess the following:

  • Experience developing, managing, and tracking budgets and expenditures;
  • Experience managing federal grants, navigating grant and procurement processes, and developing and managing grants or contracts;
  • Experience with program evaluation and providing technical assistance to partners; and,
  • Writing skills and clear communication skills.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
