General Description
This position functions as a generalist and provides support for the daily functions of the Human Resources department.
This job works under general supervision, independently completing time sensitive operational and system tasks. This position reports to the EEO Counsel and ADA Coordinator.
Duties and Responsibilities
The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.
- Promotes HR programs to create an efficient and conflict-free workplace
- Completes tasks around performance management
- Maintains employee files and records in electronic and paper form
- Provides support to employees in various HR-related topics such as leaves and compensation and resolve any issues that may arise
- Uses expertise to make and present recommendations
- Manages special projects as assigned by the supervisor
- Performs routine tasks required to administer and execute human resource programs including but not limited to compensation, benefits, and leave; disciplinary matters; disputes and investigations; performance and talent management; productivity, recognition, and morale; occupational health and safety; and training and development
- Handles employment-related inquiries from employees and supervisors.
- Investigates employee grievances including allegations of discrimination and non-compliance under Durham County Policies, and/or Title VII and/or the ADA and other applicable federal and state laws. Works independently to interview personnel involved, secure resources and gather information related to the issue being evaluated and/or analyzed
- Develops and presents information and training employees, supervisors and managers on Durham County Policies, and/or Title VII and/or the Americans with Disability Act (ADA) and other applicable federal and state laws.
- Performs legal and other research related to pending investigations as well as Durham County Policies, and/or Title VII and/or the ADA and
- Assist in preparation, drafting and filing of EEOC position papers, affidavits and exhibits.
- Reports to EEO Counsel and ADA Coordinator
- Performs related tasks as required

Minimum Requirements
Requires a Bachelor's Degree in Business Administration, Information Systems or related field supplemented by four (4) years of experience in human resources; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.
Preferred Qualifications
The preferred candidate will have experience conducting investigations, experience in pending EEOC matters and have knowledge of employment discrimination laws including the Americans with Disability Act.
