The NMISC Strategic Water Reserve Manager will work closely with the NMISC bureau chiefs, financial staff, colleagues at the NM Office of the State Engineer and other state agencies, as needed, to ensure the NMISC¿s statutory mandate to implement the SWR is successfully achieved.

Why does the job exist?
The NMISC Strategic Water Reserve Manager will work closely with the NMISC bureau chiefs, financial staff, colleagues at the NM Office of the State Engineer and other state agencies, as needed, to ensure the NMISC¿s statutory mandate to implement the SWR is successfully achieved.
How does it get done?
Major job tasks will include:
1. Work to Identify Acquisitions and Support the Purchase/Lease Process
2. Coordinate any technical work that may be required to evaluate the anticipated benefits of potential acquisitions, including possible hydrologic and/or ecologic assessments.
3. Oversee the significant due diligence and agreements required to execute acquisitions, particularly for state purchases of water rights.
4. Manage Current Portfolio of SWR Water Rights and Budget Tracking, including support in managing the NMISC¿s current 10-year lease agreement with the Jicarilla Apache Nation and The Nature Conservancy.
5. Identify Additional Resources to Support SWR Implementation, identifying grant opportunities and preparing grant proposals, and working closely with NMISC leadership to secure a sustained and stable funding stream for the SWR.
6. Assist in Setting Annual SWR Priorities and Complete Annual Reporting.

This position supports the citizens and water resources of New Mexico in order to protect Endangered Species and comply with interstate water compacts.
Ideal Candidate
The ideal candidate has experience with:
1. project management
2. water rights and/or due diligence related to property acquisition
3. water resources and hydrology
4. writing and reviewing technical documents
Minimum Qualification
Bachelor's Degree in Agriculture Science, Hydrology, Geology, Environmental Science, Water Resources, Watershed Management, Physics, Natural Science, Physical Science, Life Science, Biology, Chemistry, Geography, Forestry/Forest Science, Conservation Science, Wildlife Science Emergency Management or Engineering and six (6) years of relevant experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling ten (10) years may substitute for the required education and experience. Employment Requirements
This position must drive a state vehicle and maintain a valid NM Driver's License and current defensive driving certification.
Working Conditions
Work is performed in an office setting with exposure to Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending, and reaching may be required, Use of Xerox machine, scanners, printers and telephone. Occasional field work requires the use of digital cameras and a global positioning system. Occasionally reporting to remote work sites and field work that may encounter adverse weather and difficult terrain. Some climbing/hiking short distances to identify source water locations. May require brief periods of work in cold and/or inclement weather
