Job description

Performs beginning level to advanced professional and technical work in administering the County's human resources programs and personnel responsibilities. The different levels of Analyst are distinguished by the level of responsibility, knowledge and training performing the level of comprehensive responsibility for human resources functions and the level of independence which must be exercised. Work is performed under the general supervision of the Human Resources Director. Assist with other duties as needed or assigned.

Salary is dependent on qualifications.
Human Resources Analyst I (Grade 8) Beginner Level
Minimum requirements include associate degree in public administration, business administration, human resources or related field and/or up to 2 years of experience in an administrative position or preferred human resources position. Employee is required to complete the School of Government Public Employment Law course and obtain their Notary Certification within first year.
Human Resources Analyst II (Grade 9) Intermediate Level
Minimum requirements include associate degree in public administration, business administration, human resources, or related field and/or up to 4 years of experience in an administrative position or preferred human resources position. Employee is required to complete the Updated School of Government Public Employment Law course and (3) other human resources courses such as supervisor/leadership, workers compensation, Fair Labor Standards (FLSA), Family Medical Leave Act (FMLA), personnel issue courses as approved by the HR Director.
Human Resources Analyst III (Grade 10) Advanced Level
Minimum requirements include bachelor's degree in public administration, business administration, human resources or related field and/or up to 6 years of experience in an administrative position or preferred human resources position. Employee must possess either the SHRM, HRCI or IPMA HR Certification course to reach this tier.

  • NeoGov Platform which includes job posting, offer letters, training, etc.
  • Develop recruiting strategies and review/approve advertisements for county positions through NeoGov.
  • May be asked to assist with interview panels, develop interview questions for recruitment and selection for positions throughout the county.
  • Monitor applicant database and forward qualified applicants to county departments using NeoGov.
  • Advise departments on procedures and techniques of recruitment and selection.
  • Pre-boarding new hires and leading orientation on their first day
  • FMLA and ADA processing
  • Assist with Workers Compensation claims and coordinate with Third Party Administrator to follow through on claims from beginning to end, may be asked to assist or complete annual OSHA 300 logs, etc.
  • Participate in Safety meetings, investigations, and inspections.
  • Interpreting and carrying out county policies and procedures.
  • Providing consultation and guidance to coordinators of personnel information in other departments
  • Providing consultation and guidance to employees and management regarding employee relations issues and conflict resolution
  • Assists with making recommendations regarding disciplinary actions, ensure recommendations are within established policies and procedures.
  • Assist supervisors and managers in reviewing and/or writing disciplinary documentation.
  • May be asked to participate in the grievance process for disciplinary appeals and harassment cases.
  • Work requires tact and courtesy in dealing with employees, departments and the general public.
  • Managing (entering, changing, updating, etc.) payroll and employee information in HRIS database in Munis
  • Interpret and explain personnel policies, apply policies to specific situations and recommend or initiate personnel actions.
  • Conducts exit interviews with employees leaving the county and processing their benefits, vacation payouts, etc.
  • Conducts retirement meetings and assists retirees with planning or executing their retirement including Local Government Retirement paperwork.
  • Coordinating retirees with their health insurance benefits
  • Assists and coordinates with the County's Benefit Broker to assist with annual Open Enrollments, updating and modifying benefits, benefit reconciliations, creating benefit brochures, updating websites with current plan information, etc.
  • May assist with the unemployment process and represents the County during unemployment hearings.
  • Monitor legislation that affects areas of human resources and recommends changes to ensure compliance.
  • Assist in development and implementation of personnel policies and procedures. May assist with updating county personnel policies.
  • Provide assistance and guidance to departments in regard to FLSA and EEO compliance as well as other state and federal labor law.
  • Manage employee ADAA needs and assist departments with responses to requests.
  • Assist with developing and conducting training programs such as Supervisor, Workplace Harassment, Discrimination, FMLA, Performance Appraisal, etc.
  • Plan, Coordinate and Organize with a county team to set-up the Annual Holiday and Service Awards party, Summer Picnic and Games, etc.
  • Performs special human resources projects for the HR Director as requested.
  • Provides excellent customer service when working with applicants, employees, co-workers, citizens, elected officials, department heads, etc.
  • Assist with performance appraisals, 6-month evaluations and annual evaluations.
  • May be asked to work during a county emergency/disaster such as a hurricane.
  • Performs related tasks as required.

Thorough knowledge of the philosophies, principles and practices of public personnel administration, including safety, training, employee relations, benefits and risk management; comprehensive knowledge of federal and state legislative regulations associated with public administration; ability to present facts and recommendations effectively both orally and in writing; ability to analyze facts and prepare detailed recommendations and reports; ability to establish and maintain effective working relationships with elected and appointed officials, insurance adjusters and underwriters, attorneys, associates and the general public.
Valid driver's license in the State of North Carolina.This work requires the regular exertion of up to 10 pounds of force, and occasional exertion of up to 50 pounds of force; work regularly requires standing, walking, speaking or hearing and reaching with hands and arms, frequently requires using hands to finger, handle or feel, climbing or balancing, stooping, kneeling, crouching or crawling, pushing or pulling and lifting and occasionally requires sitting, tasting or smelling and repetitive motions; work requires close vision, distance vision, ability to adjust focus, depth perception, color perception, night vision and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection, using of measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires exposure to outdoor weather conditions, occasional exposure to wet, humid conditions (non-weather), exposure to fumes or airborne particles and exposure to extreme heat (non-weather); work is generally in a moderately noisy location (e.g. business office, light traffic).Employment Type: Full-Time Permanent
