VTG is seeking a Fleet Property Management Analyst to support our Apache Aviation Logistics team located at Redstone Arsenal, AL. The Fleet and Property Management Analyst will perform complex tasks individually with little instruction, be an expert in aviation logistics support, work in concert with a multitude of government agencies in support of the task order. The Fleet and Property Management Analyst will support the fleet management/customer support team and report directly to the customer.
What will you do?
- This position will serve as a Logistics Analyst assisting the Government in the daily management of Government Furnished Property (GFP), Government Furnished Equipment (GFE), contract document reviews, and installation Property to establish and maintain accountability and audit readiness in accordance with Federal, Department of Defense (DoD), and Army regulations. Responsible for data analysis, direct customer support, strategic planning, and policy reviews. Update and maintain the various Property Book databases used Defense Property Accountability System (DPAS) / PIEE / GCSS-A / ASTS-3 for Hand Receipt Accounts, to include establishing property accountability for new equipment and/or equipment Found-on-Installation and posting changes in serial numbers, locations and make/model descriptions as needed include cradle-to-grave record keeping.
- Experience conducting lifecycle logistics management in accordance with DoDI 5000.64 and FAR Part 45 is required. Knowledge of Property Administration policies, procedures, contract requirements and regulations applicable to Federal agencies, DoD, and Army Property Management programs is desired. Demonstrated experience with inventory, contract reviews, and Apache program knowledge is preferred.
- Provide technical and functional expertise on accountability, Property Management, and logistics procedures to sustain and improve logistics operations. Coordinate with Property Book Officers and assist with staff visits to program offices, installations, support contractors, and other agencies supporting property accountability mission.
- Update the Property Book database (Defense Property Accountability System (DPAS) / GCSS-A / ASTS-3 for Hand Receipt Accounts, to include establishing property accountability for new equipment and/or equipment Found-on-Base and posting changes in serial numbers, locations and make/model descriptions as needed. Maintain accurate files for each piece of equipment as directed by the Property and Financial Accountability requirements, to include cradle-to-grave record keeping.
- Provide technical assistance to the hand receipt holder and professional level expertise and counsel to the Program Management office on property accountability and serve as liaison officer with the Program Management office for other logistical actions as required. Coordinate with appropriate warehouse, material management, contracting, property book, transportation and facilities management divisions and branches.
- Responsible for records management, establishing and maintaining a wide variety of files and records of correspondence, reports and various technical data as needed.
- Comprehensive knowledge of Property Administration policies, procedures, and regulations applicable to Federal agencies, DoD, and Army Property Management programs; different contract types with unique/special property provisions; diverse and complex industrial/business operations including a variety of automated or manual control techniques and procedures; laws; analytical and evaluative methods; and facility operations in order to identify, analyze and recommend solutions to Property Management, supply, inventory and distribution issues.
Specific Duties Include:
- Support the US Army Apache Division as a Logistics Specialist and Property Administration Specialist within the Property Team; advising on technical and functional expertise regarding Government Property policies and procedures, and Contract Property Management in efforts to establish an auditable property program in accordance with the DoD, Army, & PEO policies in support of the DoD Audits.
- Coordinate and participate in the on-site physical inventory mission to establish accountability of assets with an accurate baseline for all Apache Contracts spread throughout four countries and thirteen states. Complete follow up actions and documentation for receipt as well as disposition of assets found.
- Participate as a team member for Quarterly GFP Data Calls.
- Support the Apache Development and Modernization Team with property related actions such as contract modifications, reviewing CDRL's, SOW's, property transfer and disposition procedures and documents.
- Responsible for reviewing data input for new GFP attachments and submission into the GFP Module.
- Develop and implement standard forms, memorandums, and correspondence for use in support of the Property Team various missions/objectives following guidance from 5000.64.
- Develop status reporting slides and briefing for Brigade level and higher.
- Responsible for contract research, analyzing, management, correspondence between multiple contract specialists and contractors, and creating and maintaining reporting metrics for all Apache Project Offices.
- Support the DoD customer in the Material Developer (MATDEV) community and the Project Manager, Apache Attack Helicopter in the identification, management, and contractual documentation of Government Furnished Property (GFP) issued to Prime Contractors and/or Original Equipment Manufacturers (OEM).
- Review Monthly and quarterly reports to monitor asset movement and updates.

- Team mentality and the ability to work closely on various tasks such as record management and policy development is crucial. Keeping open communication and the ability to establish and maintain relationships with internal AAH contract personnel, the PEO G4 team, as well as external organizations and contractors is essential. Candidates must have the capability to clearly and professionally express ideas/concepts verbally and in writing, perform as part of multi-disciplinary team and operate fluidly in a multi-tasking environment.
- Ability to physically conduct inventories which may require walking/standing for long periods of time and lifting of up to 25lbs.
- Logistics Analyst with knowledge of asset acquisition and lifecycle logistics management, to include the DoDI 5000.64 and FAR Part 45.
- BA/BS and five years of related experience or; Associate degree and five years of related experience or; High School and ten years of related experience.
- Competence with Microsoft Excel, and Word is required.
