Job Overview


Under the direction of the Deputy Director of Housing, the Property Manager provides daily oversight of the operation of the assigned housing property; ensures compliance with all HUD regulations, takes steps to ensure that the safety and security services are provided to all housing residents on a 24-hour basis; conduct HUD required administrative functions; execute necessary property management functions; and to facilitate, to the greatest extent possible, provision of non-housing services to resident population.


Primary Responsibilities

· Performs a variety of planning activities including employee’s assignments, resident activities, repairs, replacement of equipment, interior decorating, landscaping, and staff education.

· Daily inspections of the inside and outside of building for cleanliness and needed repairs.

· Carries on communication with residents to assure their housing well-being.

· Communicates with resident families as needed.

· Refers residents and families to the Service Coordinator as needed.

· Interviews all potential residents to assure they meet the qualifications.

· Enter resident information in to the computer for billing and statistical purposes.

· Keeps an accurate record for each resident.

· Stores moved out residents files according to requirements of the HUD Handbook 4350.3.

· Collect monthly rents.

· Make deposits in the bank as necessary.

· Reconcile receipt book with deposit slip and rent roll.

· Resolve rent payment questions.

· Notify residents of due rent and follow procedure as outlined in lease agreement.

· Be available to respond to all emergencies regarding the property.

· Keep inventory list of all appliances and equipment with serial numbers.

· Attracts tenants by advertising vacancies, obtaining referrals from current tenants, and showing units.

· Prepares report by collecting, analyzing, and summarizing data and trends.


Qualifications

· Problem Solving: Identifies and resolves problems in a timely manner; gathers and analyzes information skillfully; develops alternative solutions; works well in group problem solving situations; uses reason even when dealing with sensitive topics and/or irate customers.

· Accountability: Accepts full responsibility for self and contribution as a team member; displays honesty and truthfulness; confronts problems quickly; displays a strong commitment to organizational success and inspires others to commit to goals; demonstrates a commitment to delivering on his/her public duty and presenting oneself as a credible representative of the owner to maintain the public’s trust.

· Two years of supervisory responsibility.

· Minimum of three (3) years of prior property management experience, preferably some of which was in project-based Section 8/Tax Credit residential properties.

· Prefer a strong knowledge of HUD regulations.

· Possession of valid State Driver’s License.

· To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

· Knowledge prioritizing work assignments.

· Knowledge of determining which activities are to be delegated.

· Must have excellent reading and communication (oral and writing) skills and must make significant mathematical calculations.

· Must be able to work independently in all areas of traditional property management.

· Ability to work flexible hours and available on a twenty-four (24) hour on-call basis.

· Must be resident oriented and possess an understanding and tactful attitude with applicants and residents of public housing.

· Must have comprehensive knowledge of property management principles and practices.

· Must have thorough knowledge of HUD regulations and project-based Section 8.

· Must be adept in greeting, meeting, and responding to the general public.

· Must be familiar with duties of other personnel in order to direct and evaluate them in the performance of their duties.

· Demonstrated prompt, regular work attendance.

· To perform this job successfully, an individual should have average abilities using computer software such as MS Word, Excel, PowerPoint and Outlook and should be capable of using internet resources for research and developing reports.

· Proficient in operating and troubleshooting personal and laptop computers.

· Ability to learn other computer software programs as required by assigned tasks.

· Must have normal range of vision to complete paperwork and review documentation; hearing and speech to communicate with executives, employees, co-workers, vendors, contractors, company representatives, etc., on the telephone and/or in person on a frequent basis.
