FISCAL ANALYST 1 (FA1)

Financial Services Program
Olympia, Washington - Thurston County
In this entry level accounting position, execute a range of complex, time sensitive financial duties that have a far-reaching impact on all WDFW programs and staff across the state.
Review the distribution of purchase card (p-card) transactions in compliance with internal and statewide accounting rules and the management of the Fiscal Office Inbox.

Providing guidance organization-wide regarding the Office of Financial Management (OFM), Internal Revenue Service (IRS), Department of Revenue (DOR) and Agency compliance requirements.

Research, troubleshoot, and work to resolve complex fiscal questions and concerns coming through Fiscal Office Inbox.
With your effective communication skills,
Follow-up communication with cardholders and/or supervisors to obtain missing documentation, approvals, and master index(es).

Duties
Some of what our Fiscal Analyst 1 will enjoy doing,
Timely and accurate distribution of agency purchase card (p-card) transactions:
  • Ensure completeness of p-card log/statement against receipts by reviewing, correcting, and troubleshooting documents including but not limited to:
    1. Vendor name on receipts matches name in AFRS, appropriate signature authority, active and current MI is listed on form, and license plate is listed on p-card log when appropriate.
    2. Purchase follows Fiscal Office, Agency and Statewide accounting policy and procedures.
    3. Contact employee or vendor to obtain receipt and/or resolve discrepancies which can include invalid master index, prevailing wage form and inventory tags being assigned.
    4. Make sure all applicable sales taxes are paid on purchases and when applicable, apply use tax.
  • Complete, batch and process p-card log for payment.

Responsible for the daily audit, review, and management of all incoming electronic fiscal documents:
  • Track all moving parts of the p-card transaction logs to ensure the needed approvals, documents, and forms are provided by each cardholder every month.
  • Maintain monthly folders for processors compiling all needed documents and communication related to each log.
  • Assist with tracking and reconciliation of all outstanding p-card logs.

WORKING CONDITIONS:
  • Work Setting, including hazards:
    • Will work 40% in-person with a possibility of an allowance of 60% telework as determined after initial trail service period is passed and training is complete.
    • Office setting with typical office hazards that include long periods of time at a desk working on a computer and performing repetitive tasks.
  • Schedule:
    • Typically, Monday - Friday, 8:00 A.M. - 5:00 P.M. a flex schedule may be approved after the initial trial service period is served.
    • Occasional overtime might be required to meet deadlines during peak periods. Between July and September, limited leave may be approved due to fiscal/biennial closeout.

    • Travel Requirements:
      • May require limited amounts of travel.

    • Customer Interactions:
      • Large amount of communication with field and office staff by phone, e-mail, Teams, and in person. Staff may encounter frustrated employees or vendors on occasion when requesting information regarding payments or non-payments.

    Qualifications
    REQUIRED QUALIFICATIONS:
    • Associate degree in business, public administration, accounting, economics, statistics, or relevant field, which includes at least 18 quarter or 12 semesters hours of accounting, auditing, mathematics, statistics, or budgeting.

    AND
    • One (1) year of professional experience in accounting, budget, finance, payroll, or public administration.

    OR
    • Current or recent experience as a Fiscal Technician.

    OR
    • Equivalent education/experience.

    Please note: Closely related qualifying experience may be substituted for the required education on a year-by-year basis.
    PREFERRED QUALIFICATIONS:
    In addition to those required qualifications, our ideal applicant will also have some or all of the following:
    • Experience with Microsoft Office, including intermediate level knowledge of Microsoft Outlook, Word, and Excel.
    • Knowledge of state and WDFW financial systems including AFRS, Enterprise Reporting, and Financial Toolbox.
    • Ability to consistently follow applicable fiscal guidelines, regulations, principles, and standards.
    • Ability to handle the public's money when processing financial transactions responsibly and accurately.

    Insurance Benefits

    Retirement and Deferred Compensation
